Utility Search and Coordination <br />We will coordinate with all the utility companies. Utilities <br />within the project limits will be delineated on the base map <br />and appropriate utility notifications will be preparedfissued <br />and related follow-up will be preformed. <br />At a minimum, notifications will include: <br />• Utility Information request <br />Notice of intent to relocate <br />Notice to relocate and request for service <br />We will submit Improvement plans and related documents to <br />utility companies at the appropriate plan, development stage, <br />Design Survey and Base Map <br />We will obtain record maps, surveys, notes, tie shoots, and <br />available horizontayverticai control, as necessary, from the <br />appropriate agencies. We will also prepare a Record Data <br />Base Map that Includes the existing centerlines, right-of-way <br />limits, and property tines, The Base Map will be a digital <br />compilation of the existing centerlines and adjacent property <br />boundaries of record that encompass the project site. <br />information will be based solely on the compilation of record <br />data and a minimum amount of field measurements to <br />adequately to the centerlines to the existing topography. <br />We will obtain an aerial topography and existing plariimetric <br />data. Additional ground survey data needed for the design <br />will be obtained at critical tie-in locations. The Base Map will <br />show record of existing utilities within the project area. <br />Separated Class IVblkoway(OC Loop concept). <br />Environmental <br />Based on our review of the theoretical proposed project and <br />the RFP, we anticipate that the project will quality for a <br />Categorical Exemption (Class 1) from the California <br />Environmental Qualify Act (CEQA). We will prepare a Notice <br />of Exemption for your review and comment, Upon <br />addressing your comments on the draft, we will finalize the <br />Notice of Exemption and file it with the County Clark — <br />Initiating a 35-day statute of limitation period that the public <br />has to file legal challenges to the Notice of Exemption. This <br />scope of services includes our participation In up to one <br />meeting with you, <br />As an optional task, we can prepare an air quality/ <br />greenhouse gas emissions study and a noise study to <br />support the CEQA exemption, It Is assumed that these <br />studies will show potential impacts would be less than <br />significant, <br />Assumptions <br />• No Federal money for design and excludes NEPA analysis <br />• Traffic study prepared by others to support the C6QA <br />exemption that significant traffic impacts is not expected <br />Precise Alignment Plans <br />Precise alignment plans with accurate horizontal and vertical <br />georr ics will be prepared based on your comments and <br />concept plan approval.
