Santa Ana Chamber of Commerce Government Affairs Council Meeting <br />Continue operating the detention facility with no changes <br />Lease the City Jail facility in its entirety and/or privatize services offered at <br />the site that would benefit the City <br />Use the City Jail facility as an incubator to create space for private parties to <br />engage in workshop entrepreneurial ventures in areas covering (a) public <br />administration, (b) technology, and (c) economic development opportunities <br />to encourage area -wide business growth <br />Convert the City Jail into a hotel or similar short-term rental facility involving <br />other lodging types <br />Renovate the City Jail structure to accommodate manufacturing operations <br />which could occur through a lease arrangement for the site <br />Repurpose the building's configuration to only accommodate educational <br />purposes including mental health education programs for youth <br />■ Community Link Meeting <br />- Expand contracts with other criminal justice agencies to use available <br />custody bed space <br />- Maintain the facility's first two floors as a Jail for City use and lease the <br />remaining floors with housing to other criminal justice agencies <br />- Convert the detention facility to City rehabilitation center for individuals with <br />mental health disabilities <br />- Use the Jail facility to provide reentry services including wrap-around support <br />services for individuals previously incarcerated and/or recently released from <br />detention <br />■ Public Citizen Forum at City Hall Council Chambers <br />- Contract the facility to a criminal justice agency to utilize the existing jail <br />maintaining current detention usage <br />- Modify facility operations to any other use where the community benefit <br />results do not result in more incarceration <br />- Establish homeless shelter housing with supportive services space <br />- Repurpose the building to accommodate a mental health facility <br />- Retrofit the detention facility into a community center <br />- Use the Jail facility to provide reentry services including wrap-around support <br />services for individuals previously incarcerated and/or recently released from <br />detention <br />Vanir's team also scheduled an on-site follow-up meeting with the City Manager's staff, police department <br />and jail administrators to review and group ideas generated by the City Council workshop. The goal of <br />the meeting was to make sure the follow-up planning work carried out by the consultants addressed the <br />expectations of the City Council. As a result of these discussions, five major building options were <br />established which would be thoroughly assessed by the consultant team and a report developed <br />highlighting the information, results, and conclusions which emerged from the analysis. The options <br />included two jail facility use considerations and three other facility reuse options involving (a) space usage <br />as a general community office work environment, (b) other institutional use as a homeless shelter, and (c) <br />commercial use as a data center.
