5.6.3 Mitigation Measures <br />IT Description of Mitigation Measures <br />One transportation system improvement currently underway is <br />„ construction of the Broadway Overcrossing and Owens Drive. Completion <br />of the Broadway Overcrossing will significantly increase north -south <br />capacity and provide direct connection to Fashion Square without <br />necessitating use of Main Street. The Broadway Overcrossing will <br />provide direct,access to/from the Santa Ana freeway without increasing <br />Main Street traffic. <br />.4 <br />The following mitigation measures are recommended to reduce <br />the traffic impacts of the proposed Fashion Square project: <br />I. Contribute a one percent (1%) assessment fee to the'Joint <br />City of Santa Ana and City of Orange Transportation <br />System Improvement Program (TSIP) to fund needed <br />transportation improvements ii the area identified in the <br />Phase Two TSIP Study. <br />The TSIP Assessment Fee of one percent of project <br />�s building cost is expected to generate only half of the <br />cost of the recommended Phase Two TSIP Plan. The Fashion <br />t: I Square development (the developers themselves and the <br />Redevelopment Agency alike) must be prepared to fund <br />those areawide transportation improvements which <br />principally benefit their project as well as contribute a <br />one percent assessment to the TSIP Program. <br />2. Provide funding for the construction of a pair of new <br />freeway ramps on the west side of Fashion Square linking <br />the Santa Ana Freeway with a public road surrounding the <br />project. <br />75D45'5 <br />
