more than a 20 percent mode shift, the trip reductions would translate <br />into more square footage that could be developed within available <br />transportation capacity. <br />5.6.4 Significant Environmental Effects <br />The redevelopment of Fashion Square will substantially <br />increase employment in the area and generate an estimated 57,245 trips <br />daily. This equates to 429,337 vehicle miles of travel daily based on <br />average lengths of 10 miles for work and hotels and 3.0 miles for <br />shopping. It should be noted that this is not entirely new travel since <br />many of the trips will be diverted from elsewhere on the existing <br />system. <br />Large increases in traffic created by redevelopment of Fashion <br />Square will significantly impact the surrounding arterial highways;and <br />the freeways. Analysis shows that if the new ramps proposed in the <br />Phase Two TSIP Plan are implemented, then approximately 30 percent of <br />the Fashion Square traffic will directly impact local arterials. The <br />remaining 70 percent will directly impact on the surrounding freeways <br />causing severe congestion to occur. The capacity of the existing <br />freeways will have to be enhanced to accommodate the increased regional <br />travel or the freeway oriented trips generated 6y Fashion Square will <br />use local arterial streets in lieu of the freeways. This will create <br />congestion on the arterial highways such as Main Street and nullify the <br />basic goal of the Phase Two TSIP Plan. Improvement of the freeway ramps <br />and widening of the freeways themselves is essential if traffic <br />generated by Fashion Square is to be accommodated. <br />Redevelopment of Fashion Square and the surrounding area will <br />cause substantial changes in existing travel patterns. The complete <br />character of travel in the area will change. The highly peaked travel <br />condition currently encountered only during one hour in the afternoon <br />will become a peak period of approximately three hours in duration. <br />Capacity of the highway and transit elements will limit the travel that <br />75D-291 <br />
