Tentative Parcel Map No. 99-152 <br />November 6, 2000 <br />Page 4 <br />square feet of retail space in a mixed use setting. An Environmental <br />Impact Report was prepared and certified for the total build out plan for <br />the MainPlace project. <br />No specific plan or special district zoning was created at that time since <br />the General Commercial (C2) district accommodated the project. <br />Subsequently, the commercial development standards have been modified in <br />response to the proliferation of strip centers and mini -malls on small <br />sites throughout the City. These new standards include the requirement of <br />a 15-foot landscape buffer along all streets and internal parking lot <br />landscaping which are appropriate for the scale of small projects but are <br />often excessive when applied to larger scaled projects such as a regional <br />mall. <br />In 1990, the property owner applied for and received approval for relief <br />from parking, setback, and landscaping standards in order to facilitate a <br />20 percent expansion to the retail mall. A 10 percent parking reduction <br />was granted with 4,987 spaces provided. 'The mall was built Tout Ito "its <br />;current square footage of 1,108,080 square feet in 1991 with 5,048 parking" <br />spaces at MainPlace. In 1996, ;the ,applicant received approval to expand <br />:MainPlace "with a `70,000 ;square >cot "addition =to the south Robinsons-May' <br />store,` .,expand 'the ,cinemas, "add;restaurants,` .and ;rebuild the ;Sank ,of <br />-,America. This approval reduced the parking ratio on -site to 4.1 per 1,000 <br />square feet. other than the Bank of America work, this phase never <br />proceeded. The Robinsons-May proposal from the 1996 submittal is now part <br />of this package. <br />1. Tentative Parcel Map <br />The proposed subdivision is consistent with the District Center (DC) <br />land use designation of the General Plan and the General Commercial <br />(C2) zoning district. The design, configuration, and size of the <br />eight parcels being created are in conformance with all of the City <br />of Santa Ana requirements and standards for the subdivision of <br />property. The site is a highly visible parcel of land easily seen <br />from the Santa Ana (I-5) Freeway and adjacent businesses. The <br />property being subdivided is flat with over 1,000 feet of street <br />frontage on Main Street. Each parcel will have at least 100 feet of <br />street frontage on either Main Street or MainPlace Drive. The site <br />is 46.1 acres, -which accommodates the proposed uses. The proposed <br />parcels well exceed the 15,000 square feet minimum required by the., <br />Community Commercial (CI) zoning district. No additional streetE <br />dedications are required of this subdivision. There are no <br />anticipated environmental or health impacts as a result of this <br />iv's' <br />
