City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />importance that would substantially change those conclusions. In other words, this <br />Addendum considers whether the Proposed Modifications, which, as described in detail <br />herein, consistent of a reduction in entitled commercial space of 109,255 square feet, a <br />reduction in entitled office space of 750,000 square feet, and the addition of 1,900 <br />residential units, result in new or substantially more severe impacts than were disclosed <br />in the 1983 EIR. <br />This Addendum compares the environmental effects of the MainPlace Mall <br />Transformation Project to those of the Originally Proposed Plan and the Current <br />Entitlements that were approved through an addendum that was adopted by the City in <br />1996. Specifically, this Addendum analyzes whether a reduction in entitled commercial <br />space of 109,255 square feet, a reduction in entitled office space of 750,000 square <br />feet, and the addition of 1,900 residential units, would result in a change in the <br />conclusions of the 1983 EIR or 1996 Addendum. <br />This Addendum also reviews new information of substantial importance related to <br />environmental impacts, mitigation measures, and/or alternatives that was not known <br />and could not have been known with the exercise of reasonable diligence at the time <br />that the 1983 EIR was certified. It further examines whether, as a result of any changes <br />or any new information, a subsequent EIR may be required. This examination includes <br />an analysis of the provisions of Public Resources Code section 21166 and State CEQA <br />Guidelines section 15162 and their applicability to the MainPlace Mall Transformation <br />Project. <br />This Addendum includes findings for the environmental effects of the MainPlace Mall <br />Transformation Project as compared with the findings of the 1983 EIR and the 1996 <br />Addendum. As detailed herein, buildout of the proposed Project would not result in any <br />new impacts and no new mitigation measures are required. On the basis of these <br />findings and the provisions of the State CEQA Guidelines, the City of Santa Ana, as the <br />Lead Agency, has determined that no supplemental or subsequent EIR is required for <br />the MainPlace Mall Transformation Project. <br />Thus, pursuant to State CEQA Guidelines section 15164, this Addendum to the 1983 <br />EIR has been prepared and the Lead Agency decionmakers (City Council) must <br />consider this Addendum together with the 1983 EIR before making a decision on the <br />proposed Project. <br />1.4 PREVIOUS ENVIRONMENTAL DOCUMENTATION <br />As directed by CEQA, this Addendum relies on the environmental analysis in the 1983 <br />EIR. A summary of the previous environmental documentation and how it relates to the <br />MainPlace Mall Transformation Project is provided below. This Addendum incorporates <br />by reference the 1983 EIR and the 1996 Addendum. These documents as well as the <br />technical studies and other related documents discussed above, are available for review <br />at the City of Santa Ana, Planning and Building Agency, 20 Civic Center Plaza, Santa <br />Ana, CA 92702. <br />7 <br />
