City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Fashion Square Commercial Center Final EIR ("1983 EIR") <br />In 1983, the Santa Ana Fashion Square development consisted of an approximately <br />512,595-square foot open-air commercial mall on the Project site. The Fashion Square <br />Commercial Center Subsequent Final EIR ("1983 EIR") (SCH Number: 1983021103) <br />was prepared to evaluate the potential impacts associated with the rehabilitation and <br />redevelopment of the site as a mixed -use commercial center with 1,600,000 square feet <br />of commercial space, 1,500,000 square feet of office space, and 1,200 hotel rooms <br />("Originally Approved Plan"). The 1983 EIR was certified by the City of Santa Ana <br />Redevelopment Agency in 1983. <br />The 1983 EIR considered the environmental impacts relating to land use, soils and <br />geology, hydrology, biological resources, archaeology, traffic and circulation, noise, air <br />quality, aesthetics (including shade/shadow, solar glare, and illumination), <br />housing/population, John Wayne Airport, public services and utilities (including natural <br />gas, electricity, communications, water, sewer, solid waste, police protection, and fire <br />protection), energy conservation, irreversible environmental changes, and growth <br />inducement. <br />The 1983 EIR determined that the Originally Approved Plan would not result in any <br />potentially significant impacts —and therefore no mitigation measures were required — <br />relating to soil and geology, hydrology, archaeology, noise, air quality, <br />housing/population, John Wayne Airport, natural gas, electricity, communications, <br />water. sewer. and solid waste. <br />The 1983 EIR also determined that the Originally Approved Plan could result in <br />potentially significant impacts —and therefore identified mitigation measures —related to <br />land use, biological resources, traffic and circulation, air quality, aesthetics (including <br />shade/shadow, solar glare, and illumination), police protection, fire protection, and <br />energy conservation. <br />Finally, the 1983 EIR also determined that, despite the incorporation of all feasible <br />mitigation measures, impacts relating to the topics of off-street parking, traffic, vehicular <br />noise, population/housing, and aesthetics (shade/shadow), would remain significant and <br />unavoidable. <br />Addendum to the Final EIR for MainPlace/Santa Ana Expansion ("1996 <br />Addendum") <br />In 1996, the City prepared Addendum (ER 96-033) to the Environmental Impact Report <br />for Proposed MainPlace/Santa Ana Expansion to the Final EIR (1996 Addendum") to <br />evaluate a proposed expansion of the Originally Approved Plan's commercial uses. The <br />1996 Addendum evaluated each topical issue addressed in the 1983 EIR and included <br />updated air quality and traffic analyses. The 1996 Addendum concluded that no <br />subsequent environmental impact report was required under CEQA because the <br />proposed commercial expansion did not result in new or substantially more severe <br />significant impacts than were disclosed in the 1983 EIR. <br />e <br />
