City of Santa Ana
MainPlace Mall Transformation
Addendum to the
Fashion Square Commercial Center Final EIR
While the 1996 proposed commercial expansion was never fully implemented, in 2000
the City relied on the 1996 Addendum and 1983 EIR to approve a site plan and vesting
tentative parcel map. These entitlements permitted up to 1,509,255 square feet of
commercial, 1,500,000 square feet of office space, and 400 hotel rooms. A final parcel
map consistent with the 2000 entitlements ("Current Entitlements") was approved and
recorded in October 2002. However, the improvements related to the parcel map and
2000 entitlements were never implemented.
1.5 LIST OF ACRONYMS
AADT Annual Average Daily Traffic
AFY Acre Feet Yearly
ASHRAE American Society of Heating, Refrigerating and Air Conditioning Engineers
AQMP Air Quality Management Plan
Caltrans California Department of Transportation
CAP Climate Action Plan
CARB California Air Resources Board
CCR California Code of Regulations
CEQA California Environmental Quality Act
cfs cubic feet per second
CO Carbon Monoxide
cy cubic yards
dB decibel
du dwelling units
EIR Environmental Impact Report
EPA Environmental Protection Agency
FAA Federal Aviation Administration
FAR floor area ratio
FTA Federal Transit Administration
GHG Greenhouse Gas
gpd gallons per day
HOO Housing Opportunity Ordinance
HOV High Occupancy Vehicle
HRA Heath Risk Assessment
HVAC heating, ventilation and air conditioning
I Interstate
ITE Institute of Transportation Engineers
LSTs localized significance thresholds
MERV Minimum Efficiency Reporting Value
MGD million gallons per day
MOE Measure of Effectiveness
msl above mean sea level
NOx Nitrogen Oxide
NPDES National Pollution Discharge Elimination System
OCFA Orange County Fire Authority
OCTA Orange County Transportation Authority
PM Particulate Matter
9
