City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />reasonable diligence at the time the EIR was certified, shows 1) the project will have <br />one or more significant effects not discussed in the EIR; or 2) significant effects <br />previously examined will be substantially more severe than shown in the EIR.z <br />New Information Identifying New Mitigation or Alternative to Reduce Significant <br />Effect is Declined. A Subsequent EIR is required if new information of substantial <br />importance, which was not known and could not have been known with the exercise of <br />reasonable diligence at the time the EIR was certified, shows mitigation measures or <br />alternatives previously found not to be feasible would in fact be feasible (or new <br />mitigation measures or alternatives are considerably different) and would substantially <br />reduce one or more significant effects of the project, but the project proponents decline <br />to adopt the mitigation measure or alternative.3 <br />Minor Technical Changes or Additions. An Addendum to the EIR is required if only <br />minor technical changes or additions are necessary and none of the criteria for a <br />subsequent EIR is met.4 <br />No New Impact.
