City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />5 ENVIRONMENTAL ANALYSIS <br />This section briefly summarizes the conclusions of the 1983 EIR, the 1996 Addendum, <br />and later discusses whether or not the proposed MainPlace Mall Transformation Project <br />is consistent with the previous findings within these CEQA documents, or if further <br />analysis is required in a subsequent EIR. <br />The mitigation measures from the 1983 EIR include measures that are not applicable to <br />the proposed MainPlace Mall Transformation Project, require modifications to reflect the <br />current status of development at the Project site, or have been implemented and do not <br />need to be carried forward. The 1996 Addendum did not identify any additional <br />mitigation measures. The 1983 EIR mitigation measures are listed after each topical <br />section. Where any clarifications to the 1983 EIR mitigation measures are necessary <br />s;'.ikeewt tam is used to show deleted wording and underline text is used to show <br />wording that has been added. <br />5.1 LAND USE <br />Summary of Impacts Identified in the 1983 EIR <br />The 1983 EIR described that implementation of the Originally Approved Plan would <br />require some of the tenants to relocate and included Mitigation Measure 5.1-1(b) to <br />provide relocation assistance. However, the Originally Approved Plan was found to <br />meet the intent of the Mixed -Use Corridor and provide important employment and <br />shopping needs. The 1983 EIR described that the Originally Approved Plan would <br />upgrade and recycle the commercial uses on the site and promote the Main Street <br />corridor with higher density mixed -use development, which would revitalize and restore <br />the economic, social, and physical health of the area. The 1983 EIR also described that <br />the Originally Approved Plan would integrate land uses, pedestrian walkways, open <br />space, and building configurations with key transit routes and bus stops located along <br />Main Street. The 1983 EIR includes Mitigation Measure 5.1-1(a) to provide landscaping <br />to buffer the site from surrounding residential areas; and Mitigation Measure 5.1-1(d) to <br />require that the Project site be developed through a specific plan process. <br />The 1983 EIR described that the Originally Approved Plan would result in a ratio of 1.9 <br />parking spaces per 1,000 square feet of gross floor area, which was below the 1983 <br />City standard of 3 parking spaces per 1,000 spare feet of gross floor area. The 1983 <br />EIR determined that this would result in the 116,900 square foot building located at <br />2700 Main Street having a shortage of parking spaces. Therefore, the 1983 EIR <br />included Mitigation Measure 5.1-1(c) that required for the provision of land for additional <br />off-street parking and determined that unless agreements for additional off-street <br />parking were provided, the Originally Approved Plan would result in inadequate off- <br />street parking that would be a significant environmental effect. <br />47 <br />
