City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />development would incorporate pedestrian walkways, building configurations, and open <br />space within key transit routes. <br />The proposed MainPlace Specific Plan incorporates pedestrian walkways, building <br />configurations, and open space within key circulation routes that include vehicular, <br />pedestrian, bicycle, and transit facilities. As described in the Project Description, the <br />Project includes improvements to existing onsite roadways, provision of a sidewalk on <br />Main Place Drive, and bicycle parking would be provided adjacent to the new buildings <br />on the Project site. In addition, the onsite pedestrian sidewalks and pathways would <br />provide access to the existing bus stop on Main Street at the Project frontage. The <br />Orange County Transit Agency (OCTA) has 3 bus lines on Main Street, including local <br />routes 53, 53x, and 83, and Metrolink Stationlink Route 453. Thus, the Project would be <br />consistent with, and would implement, 1983 EIR Mitigation Measure MM 5.1-1(d). With <br />implementation of Mitigation Measure MM 5.1-1(d), impacts would be less than <br />significant. <br />The proposed MainPlace Specific Plan would become the zoning for the property with <br />approval of the proposed Project. The Specific Plan includes a development plan, <br />development regulations that include performance standards, and design guidelines, <br />which would guide the future development within the Project site. Implementation of the <br />proposed Specific Plan through the City permitting process, would ensure that the <br />development plan and its performance standards are met, and impacts related to zoning <br />consistency would be less than significant. No new impact would occur. <br />Parking <br />The existing MainPlace Mall is surrounded by both surface and structured parking. A <br />total of 4,882 parking spaces are present in the existing condition, based on parking <br />ratios established as part of past entitlements. Of these existing parking spaces, 2,942 <br />are provided in the 3 onsite parking structures. <br />The proposed MainPlace Specific Plan includes parking standards, which have been <br />specifically designed to accommodate the mixed -use Project and the range of vehicular <br />trips that are anticipated to occur and are not applicable to other projects. The proposed <br />parking facilities would be shared amongst the various onsite uses, and would include <br />parking spaces at the following ratios: <br />Commercial uses: 3.5 spaces per 1,000 square feet <br />• Residential Uses: 1.5 spaces per unit, plus 0.15 spaces per unit for guest parking <br />• Hotel: 1.1 space per room <br />• Office: 3 spaces per 1,000 square feet <br />As individual development projects implementing the Specific Plan are submitted to the <br />City, the Specific Plan requires that a parking plan be submitted to show the planned <br />parking for each use, as well as replacement parking for parking spaces lost. Individual <br />residential projects would provide parking for tenants that are separated from <br />commercial, hotel, or office parking.
