City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />parking provided for other uses, or on lots other than the residential development. As <br />part of the Project's design, parking for office uses may be made available for <br />commercial or special event parking after normal business hours, subject to a parking <br />management program for such shared parking. In addition, the Specific Plan states that <br />parking lot designs shall facilitate easy movement in and out of the Project site. The <br />Specific Plan anticipates that in the built -out condition, the majority of parking would be <br />in parking structures. With implementation of the proposed Specific Plan, parking <br />standards and City approval of parking plans for each development within the Project <br />site, impacts related to parking would be less than significant. <br />The 1983 EIR included Mitigation Measure 5.1-1(c) that required the provision of land <br />for additional off-street parking for the 2700 Main Street office building to ensure <br />adequate parking for that parcel. This measure is no longer applicable because the <br />2700 Main Street office building has since been redeveloped and adequate surface <br />parking on the parcel currently exists, which would not be impacted by the proposed <br />Project. Therefore, no additional off-street parking is required to be provided for the <br />2700 Main Street off -site property. No new impact would occur. <br />Landscaping <br />As described previously, the 1983 EIR includes Mitigation Measure 5.1-1(a) to provide <br />landscaping to buffer the site from surrounding residential areas. This mitigation <br />measure would be implemented for the proposed Project. In addition, as provided in the <br />Project Description, the Project includes perimeter landscape treatments along the <br />boundaries of the site. The Specific Plan's Design Guidelines include specific provisions <br />related to landscape buffers, including the following: <br />DG - 218 Parking lots should be separated from the street frontage by a <br />landscape buffer to reduce visual impacts. <br />DG - 244 The landscaped buffer strip shall have a minimum of one 24-inch box <br />canopy tree per 25 lineal feet. The trees can be placed in groups in order to <br />achieve a particular design. <br />Also, the Specific Plan Project Development Standards provides for a minimum of 15- <br />foot setbacks from roadways to provide for buffering from the adjacent roadways and <br />separation from offsite land uses. The nearest residential uses to the Project site <br />include: single-family residences located approximately 300 feet north of the site, multi- <br />family residences approximately 300 feet east of the site (across Main Street and <br />behind retail uses). Other single-family residences are located across SR-22 and 1-5, <br />approximately 300 feet north and 450 feet southwest, respectively. Therefore, no new <br />impact would occur. <br />Tenants <br />The 1983 EIR also included Mitigation Measure 5.1-1(b) to provide tenant relocation <br />assistance. However, this measure is no longer applicable because it addressed the <br />displacement of tenants and policies of the prior Santa Ana Redevelopment Agency. <br />The existing tenants on the Project site occupy space under lease agreements, and the <br />50 <br />
