City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Project Fashion Square Commercial Center Final EIR <br />allow a total of at least 351 parking spaces serving the Fidelity Savings <br />building assuming a maximum permitted amount of small car spaces, with <br />the Agency and/or Project Participants bearing any necessary design and <br />installation costs. [Status: Completed/not applicable to this Project] <br />MM 5.1-1(d) Ultimate development of the Project site should occur through the specific <br />plan process. The specific plan should provide information on how the <br />Project would incorporate pedestrian walkways, building configurations, <br />and open space with key transit routes. [Status: Continuing applicability <br />to this Project] <br />As discussed above, 1983 Mitigation Measure 5.1-1(b) is no longer applicable because <br />it addressed the displacement of tenants and policies of the prior Santa Ana <br />Redevelopment Agency. The existing tenants on the Project site occupy space under <br />lease agreements, and the change of commercial tenant space during implementation <br />of the Project is not an environmental issue under CEQA. <br />Also as discussed above, 1983 Mitigation Measure 5.1-1(c) is no longer applicable <br />because the 2700 Main Street office building has been redeveloped and adequate <br />surface parking on the parcel currently exists, which would not be impacted by the <br />proposed Project. Therefore, no additional off-street parking is required to be provided <br />for the 2700 Main Street off -site property. No new impact would occur. <br />The 1983 Mitigation Measures 5.1-1(a) and 5.1-1(d) remain in effect and shall be <br />applied to the proposed Project. With implementation of these measures, and <br />implementation of the development standards and design guidelines of the Specific <br />Plan, no new impacts would occur. <br />52 <br />
