City of Santa Ana Main Place Mall Transformation Project <br />Traffic Impact Study <br />1 INTRODUCTION <br />This Traffic Impact Study has been prepared to evaluate the potential traffic effects associated with the <br />proposed Main Place Mall Transformation Project (Main Place Project, or Proposed Project), which <br />includes revitalization of the Main Place Mall and adoption of the Main Place Specific Plan. <br />Main Place Mall has evolved over several decades from the original Fashion Square project approved in <br />1983, to the present mall of approximately 1,130,000 square feet (sf) of commercial uses. The site has not <br />yet been developed to its full potential; existing entitlements allow for the additional development of up <br />to 1,500,000 sf of office use, 400 hotel rooms, and additional commercial square footage. The Main Place <br />Specific Plan proposes changes to the approved land use plan, as discussed in the Proposed Project section <br />of this report. <br />This analysis has been undertaken to analyze whether the proposed Main Place Project would result in any <br />new or substantially more severe significant environmental impacts as compared to the conclusions <br />discussed in the Fashion Square Commercial Center Final Environmental Impact Report (EIR) (1983). The <br />purpose of this analysis is to document whether any new traffic -related impacts would occur based on <br />the proposed updates to the Project (described below) pursuant to the California Environmental Quality <br />Act (CEQA) Guidelines Section 1516 (et seq). <br />1.1 Background <br />1.1.1 Fashion Square Commercial Center Final EIR -1983 <br />In 1983, the Santa Ana Fashion Square development consisted of an approximately 512,595-sf open-air <br />retail mall on the site of the current Main Place Mall. The Fashion Square Commercial Center Subsequent <br />Final EIR was prepared to evaluate the potential impacts associated with rehabilitation and <br />redevelopment of the site as a mixed -use commercial center with 1,600,000 sf of retail space, 1,500,000 sf <br />of office space, and 1,200 hotel rooms. The Final EIR was certified by the City of Santa Ana in 1983. <br />The Final EIR included the following recommended traffic -related mitigation measures to reduce the <br />traffic impacts of the proposed Fashion Square Commercial Center project: <br />1. Contribute a one percent (1%) assessment fee to the Joint City of Santa Ana and City of Orange <br />Transportation System Improvement Program (TSIP) to fund needed transportation <br />improvements in the area. <br />2. Provide funding for the construction of freeway ramps on the west side of Fashion Square to link <br />the Santa Ana Freeway with a public road surrounding the project. <br />3. Widen Main Street along the Fashion Square frontage to provide 4 southbound lanes and a <br />26-foot-wide median island to accommodate dual northbound left -turn lanes. <br />4. Construct a public roadway around the west side of the site from the intersection of Owens Drive <br />(now Memory Lane)/North Broadway to the intersection of Main Street/Town and Country Road. <br />SA. Modify the intersection of the Mall Entrance at Main Street to accommodate two entry and exit <br />lanes, a left -turn pocket, and left -turn phasing. <br />513.
