City of Santa Ana <br />MainPlace Mall Transformation Project <br />Traffic Impact Study <br />6. Install traffic signals at the intersection of La Veta Avenue at Bedford Road and at the intersection <br />of Bristol Avenue/La Veta Road at the SR-57 southbound off -ramp. <br />7. Develop a Transportation System Management (TSM) Program to maximize use of transit, ride - <br />sharing and staggering of work hours. <br />8. Provide second -level access from a future transit station on Main Street to minimize at -grade <br />pedestrian crossings of Main Street. <br />The Final EIR concluded that even with these project -specific improvements, the project would have a <br />significant impact on the streets and freeways surrounding the project, and that full development of <br />Fashion Square would depend on the completion of other local street and freeway improvements to <br />accommodate the project traffic. <br />1.1.2 Addendum to the Final EIR for MainPlace / Santa Ana — 2000 <br />Addendum (ER 96-033) to the Environmental Impact Report for Proposed MoinPloce/Santa Ana Expansion <br />noted that the existing MainPlace Regional Shopping Center had approximately 1.1 million sf of leasable <br />retail space. Subsequent entitlements in 2000 revised the allowed land uses approved in 1983. The vesting <br />tentative parcel map approved in 2000 would allow up to 1,509,255 sf of retail, 1,500,000 sf of office <br />space, and 400 hotel rooms. <br />With regards to traffic, the Addendum concluded the following: <br />"The proposed expansion modifications are not estimated to result in any additional <br />significant impacts compared to those identified in the Traffic Study for Fashion Square EIR. <br />The measures identified to mitigate the anticipated impacts of the Fashion Square <br />Commercial Center served to mitigate a much larger project than the proposed expansion <br />and that which exists as MainPlace. The measures are more than adequate to mitigate the <br />estimated impacts of the proposed MainPlace Expansion." <br />Kimley>»Horn Page 12 <br />
