One Broadway Plaza Findings and Facts in Support of Findings <br />Environmental Impact Report <br />determined to be not feasible due to significant adverse land use impacts associated with their <br />implementation. No mitigation is proposed. <br />Santa Ana Boulevard & Flower Street. Mitigation measures to reduce potential traffic impacts at <br />the intersection of Santa Ana Boulevard and Flower Street to a level considered less than <br />significant have been determined to be not feasible due to significant adverse land use impacts <br />associated with their implementation. No mitigation is proposed. <br />Fairview Street & Iet Street. Mitigation measures to reduce potential traffic impacts at the <br />intersection of Fairview Street and 1 et Street to a level considered less than significant have been <br />determined to be not feasible due to significant adverse land use impacts associated with their <br />implementation. No mitigation is proposed. <br />4.1.4.4 Level of Significance of Impacts Related to Transportation and Cumulative <br />Transportation <br />The adverse impacts of the One Broadway Plaza project related to transportation at the following <br />two street segments and seven intersections cannot be mitigated to below a level of significance <br />when considering only the project impact or cumulatively when the project is considered with <br />other ongoing and planned development: <br />Main Street (17th Street to let Street) <br />Broadway Street (Santa Clara Avenue to tat Street) <br />Main Street & 17t Street <br />Broadway & 17th Street <br />Main Street & Washington Avenue <br />Broadway Street & 4th Street <br />1st Street and Flower Street <br />Santa Ana Boulevard & Flower Street <br />Fairview Street & 1st Street <br />4.1.5 Impacts Related to Utilities and Service Systems <br />4.1.5.1 Potentially Significant Adverse Impact Related to Television Reception <br />The project will interfere with the transmission of television signals from area television stations <br />as discussed in Section 3.10 (Utilities and Service Systems) in the EIR. <br />4.1.5.2 Finding Related to Television Reception <br />Specific economic, legal, social, technological or other considerations, including provision of <br />employment opportunities for highly trained workers, make infeasible the mitigation measures or <br />project alternatives identified in the Final EIR. <br />U/vfregoso/wp51/reports/0ne Broadway final findings Page 15 <br />June 28, 2004 <br />
