REQUEST FOR PROPOSAL <br />Water Resources Construction Management and Inspection Services <br />(RFP NO. 19-118) <br />UNDERSTANDING OF NEED <br />The City of Santa Ana is seeking multiple qualified technical professional <br />firms to support its broad spectrum of Capital Improvement Projects <br />(CIP) and Rehabilitation & Replacement (R&R) services. These services <br />include: value engineering; coordination with local agencies, utility <br />companies and members of the public; project budgeting, scheduling, <br />cost accounting and reporting; propose, develop and implement <br />project quality assurance and quality control programs; provide field <br />conflict resolutions; Construction Inspection Services management and <br />oversight; and more. <br />Michael Baker understands that this is an on -call construction <br />management and inspection services contract on an as -needed basis <br />by the City. Michael Baker has been providing high quality on -call <br />construction management and inspection services for its clients for over <br />80 years. We take pride in being awarded repeat business contracts due <br />to the high level of client satisfaction with our services. Michael Baker is <br />pleased to offer all elements of the scope of services to support the City. <br />Leadership is important to the successful management of any contract, <br />even more so on contracts that require potential multiple task orders <br />and services. Successful project delivery starts with assigning a skilled <br />manager who is responsive to the needs of the client and builds an <br />effective team. Michael Baker has selected Kieler Smith, PE, CCM, <br />QSP/D, a Construction Manager with the firm, as Project Manager <br />for this contract, based upon his strong management abilities and <br />comprehensive background on similar contracts. Combining his more <br />than 12 years of experience with a proactive leadership style and eye <br />for innovation means that this Team will effectively and efficiently deliver <br />high -quality services. Kieler will be supported by key team members who <br />will lead the technical work performed under their designated roles. <br />Kieler will be your single point of contact for all staffing needs fulfillment <br />and contractual issues. He will be a liaison with the City Contract <br />Manager/Project Manager to coordinate all work and ensure each task <br />order assigned is completed to the full satisfaction of the City. He will <br />make sure the right individual with the prerequisite level of experience <br />and qualifications, and at the appropriate level of involvement as defined <br />by the City, are assigned to your projects. They will work in concert to <br />focus on the needs of the City as an experienced, knowledgeable, well- <br />rounded, flexible team that is available to swiftly respond to your desired <br />level and capacity. In addition, the Michael Baker Team is anchored <br />by Project Principal, Jerome Ruddins, CCM, QSP, CISEC, a Vice <br />President with the firm, who is committed to providing all the company <br />resources and support the City needs. <br />CM/CI Approach <br />Our approach is based on an understanding of the comprehensive <br />needs of each project - Safety, Quality, Schedule, and Cost. We will <br />assess each individual task order and assemble a team to best address <br />the project needs. This team will be charged with maintaining the best <br />interests of the City, while monitoring the Contractor's work to meet <br />these project needs. Our construction managers and inspection <br />staff will act as the eyes and ears of the City; ensuring the work is <br />completed per plans, specifications, and standards; and within the <br />project schedule and budget. <br />Project staff will provide <br />an active review of project <br />schedules and coordinate <br />any work affecting City <br />operations with the q <br />appropriate City personnel. <br />Additional staff will be <br />included as needed to <br />provide an active review of .% <br />the project schedule verses <br />progress, evaluate the. <br />Contractor's invoices prior <br />to approval for payment, support change order processing including <br />estimating costs, evaluate and, if possible, reply to RFIs and assist with <br />project closeout. <br />A critical step to ensuring that an effective project schedule can be <br />developed and maintained is preparing a comprehensive scope of work <br />that clearly identifies the various project tasks and deliverables. Our <br />approach is based on the belief that well integrated project teams and <br />successful projects do not occur naturally and that success is the result <br />of focused QA/QC management effort.
