0 <br />REQUEST FOR PROPOSAL <br />Water Resources Construction Management and Inspection Servict__s <br />(RFP NO. 19-118) <br />Key Requirements, Risks and Challenges <br />Managing this City of Santa Ana On -Call CM/CI Services contract <br />requires a leader who can identify potential risks, challenges, and <br />technical issues of an on -call contract. This may include: <br />• Ensuring minimal disruption to the City daily activities and tenants <br />• Maintaining close communications with the City staff and tenants <br />• Monitoring scope, budget, and fee <br />• Ensuring successful bidding and awarding <br />• Coordinating with City staff, local agencies, utility companies and <br />members of the public <br />• Developing and implementing project quality assurance and quality <br />control programs <br />• Preparing, reviewing and processing Contractor's requests, <br />payment and invoicing. <br />• Providing field conflict resolutions <br />• Monitoring, guiding and advising the City for compliance with state, <br />local and federal funding requirements <br />As previously stated, Michael Baker has provided on -call services similar <br />to the City's contract to several local agencies in Southern California; <br />including Mesa Water, South Coast Water, Santa Clarita Valley Water, <br />Golden State Water and Inland Utilities Agency, and we understand <br />the processes, procedures, and issues that may come up in this type <br />of contract. Our Team will work with your staff and tenants to ensure <br />minimal disruption and task orders stay on track. We are a trusted <br />partner with the City of Santa Ana and will continue to be so. You can <br />trust our Team will get task orders done in the most efficient, effective <br />way. <br />Methodology <br />Upon notification, the Michael Baker Construction Manager will begin <br />to interface with the City, begin pre -construction services, and prepare <br />the CM Team for field duties. We will ensure that the Department's <br />standards, processes, and expectations are fully understood and met. <br />This will provide the CM Team a solid foundation on which to base the <br />administration and management of the construction. Our CM Team will <br />prepare all the necessary project forms, such as submittal transmittals, <br />RFI forms, and progress payment forms in both electronic and hard copy <br />format, for use by the Contractor. <br />To measure Contractor performance during construction, the <br />Michael Baker Team will require the Contractor to submit a baseline <br />CPM schedule at the pre -construction meeting. Our Construction <br />Management and Inspection Team will diligently monitor the schedule <br />in order to identify the key issues required to keep the work on -time and <br />within budget. <br />Michael Baker has developed processes, policies, and procedures to <br />manage and perform work in the construction environment. These are <br />used to control the flow of work in an orderly manner. Construction <br />contract documentation not only provides the information needed to bid, <br />plan, and construct the work, it also provides the hard data needed to <br />analyze and successfully resolve a construction I Change Order/Field <br />claim. Conflict Costs <br />All too often during the construction phase, 30- <br />Designers issue field clarifications or design 20 <br />bulletins with expensive and time-consuming t0`` <br />solutions to inexpensive problems. The Michael 1% <br />p p ,�a <br />Baker Team will work with the Department to <br />assure that when changes are authorized they with without <br />represent an appropriate and cost-effective or✓oc oAioc <br />benefit to the project. Our approach to change order management <br />involves the following seven steps: <br />Avoid changes by performing detailed constructability reviews prior to contract <br />award. <br />Establish written procedures for evaluating potential changes, including a <br />responsibility / assignment matrix and flow chart for processing the change. <br />c°J Maintain potential change and actual change order tracking logs <br />■rlin,ria�-r-rna.
