be coordinated with the City, but is anticipated to include <br />criteria such as ease of construction, traffic impacts, <br />duration, day or night time requirements, bypass pumping <br />requirements, and construction costs. <br />Alternatives analysis workshop will be held to discuss the <br />evaluation matrix and proposed recommendations. A <br />PowerPoint presentation will be prepared that shows each <br />alternative, the pros and cons for each, and estimated <br />project costs. <br />We will obtain input from the City in this manner so as to <br />recommend the appropriate project. Prior to finalizing the <br />recommendation, we will obtain the geotechnical <br />investigation report, potholing data, and all utility data to <br />determine feasibility of the proposed recommendation. <br />1.6 Subsurface Utility Engineering Services <br />As part of the preliminary alignment and alternatives <br />analysis, some potholing may be preferred to take place <br />during the preliminary design phase of the project. Slantec's <br />subsurface utilities subconsultant will perform the subsurface <br />utility engineering services for all known utilities crossings <br />and potential conflict areas with other projects. Potholing will <br />locate active and abandoned utilities within the project site. <br />Potholes will also identify the existing pavement section <br />(thickness of asphalt concrete, Portland cement concrete, <br />asphalt base, native, etc.). <br />1.7Identify Permits and Stakeholder <br />Coordination <br />We will identify and coordinate utility work with the City and <br />all impacted agencies prior to developing the final alignment <br />for the selected sanitary sewer improvements. We will <br />identify the all impacted stakeholders in relation to <br />construction of the proposed project, scheduling, costs, and <br />permits necessary for any reconstruction/relocation of <br />existing utilities and/or permits. <br />1.8 Prepare Preliminary Design Report <br />We will prepare a preliminary design report for the City's <br />review and comment. The report will contain the necessary <br />information to establish the project to be designed and <br />constructed. The final design will be based on the <br />conclusions and recommendations in the preliminary design <br />report. <br />2—Environmental Documentation/Permitting <br />2.1 Initial Study <br />Stantec will prepare an Initial Study (IS) that complies with <br />the California Environmental Quality Act (CEQA) Guidelines <br />and conforms toestablished thresholds for determining <br />significant effects. It is assumed that Appendix G of the <br />CEQA Guidelines will be used as the format for the IS, <br />Stantec will prepare an IS that will provide a clear <br />understanding of the potential effects of the project. An <br />analysis of impacts that could occur as a result of project <br />implementation will be presented for each resource area. <br />Impacts will be assessed and described, and significance of <br />impacts will be measured against criteria that have been <br />established by regulation, accepted standards, or other <br />definable criteria. <br />In performing the environmental analysis, Stantec will rely on <br />professional judgment and review of existing documentation, <br />as well as the proposed technical studies included as part of <br />this scope of work. <br />The anticipated technical studies are: <br />• Air Quality <br />• Noise Study <br />• Traffic <br />• Drainage and Water Quality <br />• Biological Resources Survey/Assessment and Report <br />• Jurisdictional Wetlands/Waters Delineation and Report <br />Others as determined <br />2.2 CEQA Documents <br />Based on the Initial Study (IS) and as determined by the <br />City, Stantec will either prepare a Negative Declaration (ND) <br />or a Mitigated Negative Decoration (MIND). If mitigation is <br />required, Stantec will include mitigation measures to reduce <br />potentially significant impacts to less than significant to the <br />degree feasible. In the event that federal funds and/or <br />permits are required and therefore, NEPA compliance, we <br />will advise the City. <br />2.3 Mitigation Monitoring and Reporting Plan <br />If mitigation is required, Stantec will prepare a Mitigation <br />Monitoring and Reporting Plan (MMRP).
