2.4 Environmental Phase 1 ISA <br />A Phase I Initial Site Assessment (Phase I ISA) will be <br />conducted to identify potential recognized environmental <br />concerns (RECs) associated with the project in general <br />accordance with the American Society for Testing and <br />Materials (ASTM) Standard E1527-13 and the USEPAAII <br />Appropriate Inquiry Rule (40 CFR § 312), as well as those <br />specified in Exhibit C of the City's Request for Proposal No. <br />G1-19-1496. The Phase I ISA will include interviews, file <br />review and research, field reconnaissance, and report <br />preparation. <br />2.5 Notice of Intent <br />Stantec will prepare a Notice of Intent (NO1) that the City <br />plans to adopt the CEQA document. The notice shall include <br />a project description, location, proponent, date of publication, <br />public review period, and where the document can be <br />located for review. Stantec will prepare and submit the NO1 <br />to the County Clerk. If the project requires approval by a <br />state agency, Stantec will also submit the NO1 to the State <br />Clearinghouse. <br />2.6 Notice of Completion <br />Stantec will prepare a Notice of Completion (NOC) form <br />using Appendix C of the CEQA Guidelines. Stantec will <br />prepare and submit the NOC to the County Clerk. If the <br />project requires approval by a state agency, Stantec will also <br />submit the NO1 to the State Clearinghouse. <br />2.7 Notice of Determination <br />Subsequent to adoption of the CEQA/NEPAdocument, <br />Stantec will prepare and submit the Notice of Determination <br />(NOD) to the County Clerk. If the project requires approval <br />by a state agency, Stantec will also submit the NOD to the <br />State Clearinghouse. The NOD must be summitted within <br />five days of adoption. <br />2.8 Public Noticing <br />In addition to the noticing described in Tasks 2.5, 2.6, and <br />2.7, Stantec proposes to mail the NO1 to adopt a the CEQA <br />document to the last known name and address of all <br />organizations and individuals who have previously requested <br />such notice in writing and will coordinate publication one <br />time in a newspaper of general circulation in the area <br />affected by the project. <br />2.9 Permitting <br />In addition to the above CEQA and possible NEPA clearance <br />requirements that may be needed. Stantec also provides the <br />services needed to coordinate with the jurisdictional <br />agencies and prepare and process all necessary permits/ <br />agreement applications with the US Army Corp of Engineers <br />for Section 401 and 404 permitting, California Fish and <br />Wildlife Services for Section 1602 permitting, and discharge <br />and encroachment permitting through OCSD and OCFCD or <br />Caltrans respectively. <br />3—Project Design <br />3.150% Complete Plans, Specifications, and Estimates <br />The 50-percent submittal will include horizontal and vertical <br />alignments with pertinent information to verify accuracy of <br />design. The construction plans will be prepared for 24" x 36" <br />size sheets, with the City's standard title block format; <br />construction plans will include general notes, construction <br />notes and details as necessary. Plan and Profile of proposed <br />pipelines will not exceed 500 feet per sheet (with a scale of 1 <br />inch=20 feet horizontal and 1 inch=4 feet vertical). <br />3.2 90% Complete Plans, Specifications, and Estimates <br />We will prepare 90%completed construction plans based on <br />the review comments and preliminary design plans. The <br />90% construction plans will include the entire plan set, <br />including the title sheet, general notes sheet, plan and profile <br />sheets, and detail sheet(s). All of the necessary construction <br />notes, details, and quantities will be shown on the 90% <br />plans. <br />The final design will conform to all requirements of Federal, <br />State, and Local codes, ordinances, and regulations, and <br />carry out the concepts agreed upon in the Preliminary <br />Engineering task. <br />Contract specifications in the City's format will also be <br />prepared for the bid package. The specifications will include <br />but not limited to any special provisions, technical <br />specifications, and an itemized cost estimate of the <br />proposed improvements. <br />For the 90-percent submittal, we will provide full-size sets <br />and half-size sets of 90%complete plans, sets of <br />specifications, and cost estimate for each bid package. We <br />will provide one (1) soft copy of plans in AutoCAD and pdf <br />formats; one (1) soft copy of specifications in Microsoft Word <br />and pdf, and one (1) soft copy of cost estimate.
