If federal participation for the right-of-way scope is being pursued or has been obtained, the project must <br />have an approved E-76 prior to offers being made. We confirm the project has obtained an approved National <br />Environmental Policy Act (NEPA) document to proceed with acquisition activities. Our experienced team is highly <br />successful negotiating settlements with owners and reducing the likelihood of proceeding to Resolutions of <br />Necessity (RON). <br />As some of our staff are former Caltrans employees, we are highly experienced with Caltrans certification <br />requirements and submittal processes. We assist public agencies in meeting certification requirements within <br />expedited timelines. These steps are taken at the earliest stages of project development. <br />Schedule and Progress Reports <br />ROWCO's Project Manager develops an expedited Project Schedule for each Task Order that includes milestone <br />delivery dates, and meticulously planned and executed management and agent tasks that support delivery <br />milestones, from the initial appraisal phase through property demolition. The schedule assesses any long -lead <br />items such as environmental issues or obtaining additional right-of-way requirements after right-of-way activities <br />have been initiated, and other risk items that can affect project schedule, which are monitored, mitigated and <br />communicated throughout the project as part of our comprehensive project controls. The schedule is tracked <br />throughout project duration and monthly progress reports are submitted to PWA outlining current status, <br />action items and outstanding issues for review and approval, which is beneficial in preparing quarterly reporting <br />requirements for federal oversight projects. <br />The Project Schedule is not a static document. it is an important tool that accounts for a myriad of scenarios that <br />may be encountered throughout a project based upon our years of management experience. For example, our <br />team may prepare a schedule that includes delivery with condemnation and delivery without condemnation so <br />there is a clear understanding that once milestones are met, i.e. first written offers, if settlement is not reached <br />within reasonable time, we proceed with a schedule based upon condemnation. Our project schedule recognizes <br />certain activities can be completed prior to environmental approval. We inform PWA of such opportunities to <br />expedite schedule and associated risk, depending upon the status of environmental documents. <br />Our staff is available to attend any City Council meetings if necessary, to present project information and address <br />any right-of-way concerns. In keeping stakeholders informed, we recommend that those most effected by projects <br />(i.e. tenants, property owners and businesses) remain at the forefront of our planning and communication efforts. <br />We emphasize proactive and consistent communication with stakeholders at the earliest stages of project <br />development to build rapport and ensure the success of right-of-way services. <br />In projects funded by the Federal Transit Administration <br />(FTA), prior to acquisition activities and environmental <br />approval our management team develops a Real <br />Estate Acquisition and Management Plan (RAMP) that <br />addresses all phases of right-of-way delivery, including <br />cost estimating, project scheduling, staffing, appraisals, <br />document control and condemnation roles and <br />authorizations. In the RAMP we assess the costs and risks <br />of obtaining early appraisals prior to the Project Approval <br />& Environmental Document (PA&ED) or Preliminary <br />Engineering Environmental Document (PE&ED), which <br />allows acquisition offers to coincide with environmental <br />approval, saving months in the project schedule. <br />go <br />` Risk <br />Management <br />We proactively manage risk for project scope, <br />cost, and schedule control. We extensively utilize <br />tracking reports for managing right of way tasks <br />within a scope of services.
