We prepare all utility relocation documents including reports of investigation, relocation cost estimates, Master <br />Agreements when applicable to outline Liability determinations, utility owner's claim letters, FHWA Specific <br />Authorizations when Federal funds are used in relocations and notices to owners. <br />Right -of -Way Certification <br />The ROW Company wilt assist PWA in completing <br />Caltrans project certification requirements as necessary. <br />which is required for all federally funded highway <br />and Local street improvement projects and is a critical <br />to ensuring project funding and approval to initiate <br />construction activities. Our team is experienced with <br />certifications based on various project delivery methods <br />including design, bid, build; design, build and CMGC. We <br />are experienced preparing Certifications 1, z, 3 and 3W, <br />and coordinating with Caltrans for approvals. <br />utility <br />• • Coordination <br />Our staff are utility title experts and determine the <br />validity of utility -claimed prior rights for <br />relocations and are experienced conducting land <br />rights checks. We coordinate utility relocation <br />processes, utility agreements and verify when <br />master agreements are applicable to a project. <br />Our Senior Project Manager prepares draft certifications for PWA and Caltrans review, and works with Caltrans <br />through the approval process. While we plan for Certification 1 or z to prepare the project for advertising to <br />proceed to construction, we may pursue alternative certifications 3 or 3W to maintain the project schedule <br />and prepare supporting documentation to obtain approvals for the 3 or 3W certifications. We are experienced <br />preparing justification memorandums in support of certifications 3 and 3w that require FHWA and Caltrans <br />Headquarters approval. <br />We are highly experienced working with the CaLtrans Right -of -Way Local Programs office and the Local. Assistance <br />office for project certifications. We plan for certifications requirements and ensure documents are prepared in <br />accordance with associated certification processes, which reduces scheduling and funding risks. We submit right- <br />of-way certification documents electronically with utility binders, which are also required with certifications. All <br />certification activities are conducted in accordance with our OA/OC Plan. <br />Property Management, Hazardous Material Removal, <br />Demolition and Clearance Support Services <br />The ROW Company is prepared to provide property management and hazardous materials support services as <br />necessary. Our property management team maintains books and records in compliance with generally accepted <br />accounting principles and makes available all books and records provided to PWA finance staff or an independent <br />certified public accounting firm that may work on behalf of PWA. <br />Our firm oversees all property management activities for acquisition -related assignments. Our Property Manager <br />serves as a liaison between tenants and PWA and coordinates all services as part of the Property Management <br />Services Plan. Such activities include: <br />• Immediately acting upon urgent matters and keeping PWA informed; <br />• Preparing and administering leases.
