SR-91 Corridor improvement Project (91 C!P) - Completed <br />Riverside County Transportation Commission (ROTC) <br />City of Corona, CA <br />This design build project involved approximately <br />250 residential and business relocations. The project <br />widened 16 miles of active highway through Corona and <br />Riverside County. ROWCO's staff teamed extensively <br />and delivered a large scope of the relocation and <br />acquisition cases. The relocations included complex <br />properties such as hotels, gas stations and restaurants. <br />The team coordinated extensive relocation assistance <br />services and relocation appeals, as a part of project <br />certification. The team was successful delivering the <br />project by managing resources and risk. Michael Romo <br />managed a staff of relocation agents and coordinated <br />relocation efforts with acquisition staff. He ensured <br />quality controls and documentation per agency and <br />regulatory requirements and obtained right-of-way <br />certifications and approvals from RCTC, Caltrans and <br />FHWA. Micole Alfaro relocated a number of businesses <br />including retail, office and heavy industrial uses. He <br />ensured company compliance with relocation laws <br />including Map-21. Janet Parks oversaw the relocation <br />of billboards. Erick Gutierrez prepared cost estimates <br />for the Draft Relocation Impact Report (DRIR) and Final <br />Relocation Impact Report (FRIR). Angelica Luna was the <br />lead for mobile home park relocations and assisted the <br />Risk Management team in identifying and assessing <br />impacts. She prepared certifications for Caltrans on <br />behalf of RCTC. Given the scope of business impacts <br />and anticipated reestablishment costs, it was helpful <br />that after much discussion with RCTC, at the onset <br />of the project the agency increased the business <br />reestablishment assistance limit from $10,000 to <br />$50,000. The increased reestablishment Limit allowed <br />our project team to successfully relocate businesses <br />and minimize financial hardships, and deliver project <br />segments on time. Initially the project schedule was <br />slowed down by the city's business occupancy permit <br />review process, and this resulted in our project team <br />working with a tight schedule. In order to address these <br />delays, our team met regularly in a group meeting with <br />city departments for expedited business occupancy <br />permit reviews. As this was a design build project we <br />had many segments to deliver in a short time frame, <br />and these efforts allowed <br />certification and delivery so <br />segments could proceed to <br />construction.
