R secrans/Marquardt Gr< aration Projeck -- 4..s,Apleted <br />Los Angeles County Metropolitan Authority (Metro) <br />Santa Fe Springs, CA <br />The Rosecrans/Marquardt Grade Separation Project is <br />planned to improve the safety and track flow of the <br />intersection. The grade crossing is traveled by more <br />than 112 freight and passenger trains, and 45.000 <br />vehicles in a 24-hour period. The intersection was <br />identified by the California Public Utilities Commission <br />(CPUC) as one of the most hazardous grade crossings <br />in the state. The grade separation is planned to <br />significantly improve safety, eliminate delays and <br />enhance the environment. ROWCO's team members <br />Michael Roma, former Metro Principle Real. Estate <br />Officer/Project Manager, and Carol Chiodo, former <br />Director of Metro Real Estate Services, worked <br />extensively together in managing the activities of <br />the relocation consultant, including reviewing and <br />approving relocation claims, and ensuring timely <br />delivery of services. In addition, the team assisted <br />with creating Right-of-way schedules, preparing status <br />reports and participating in project team meetings. Ms. <br />Chiodo was also responsible for assuring compliance <br />with FTA guidelines and Caltrans policies and <br />procedures, and assuring compliance with Local. State <br />and Federal Guidelines as they apply to all real estate <br />activities. In addition, she supervised a staff of 10 at <br />Metro, as well as outside consultants. Mr. Porno and Ms. <br />Chiodo have additionally collaborated on the following <br />projects: Metro Purple Line Extension (Beverly Hills), <br />�a co^x <br />' PROPOSALTO <br />Division 20 PortaL Widening and Turnback, 1-5 North <br />County HOV (Santa CLarita),1-710 Highway Sound Wall <br />Project and Crenshaw LAX Line. Understanding that <br />longer lead times were needed for business relocations, <br />our team began the process of issuing notices of intent <br />to acquire early, to initiate relocation activities. This <br />expedited process allowed our team to clear properties <br />sooner for demolition and kept the project on schedule <br />for construction. In order to mitigate business relocation <br />impacts and the potential for extensive goodwill <br />payments, our team worked with businesses to pay <br />the lessor of rents between the displacement and <br />replacement locations for a reasonable period of time. <br />In addition, the team <br />reviewed goodwill <br />appraisal reports <br />to ensure there <br />was no duplication <br />of payments with <br />relocation assistance. <br />The result of these <br />methods meant the <br />much -needed safety <br />improvements could <br />be implemented <br />expeditiously. <br />CITY OF SANTA ANA, RFP 21: 25D-1 41 <br />HIV cO�"e <br />
