Statement of Qualifications <br />City of Santa Ana Public Works Agency - Water Resources Right of Way Acquisition Services (RFP 20-091) <br />Following completion and approval of the acquisition appraisal, an "Appraisal Summary Statement" will <br />be prepared and provided to the acquisition agent for use in establishing Just Compensation to be <br />payable to the property owner. <br />D.2 Right of Way Services <br />Prepare Appropriate Right of Way Documents: The Clark Land project team has completed projects <br />acquiring hundreds of residential, commercial and municipal parcels for public improvement projects <br />such as road widenings, bridges, open space, underground pipeline projects or above ground utility <br />projects. Clark Land agents employ an array of real estate documents including: <br />• Real Property Contract — Used for the purchase of fee or easement parcels or for the disposition <br />of surplus property. Clark Land will use the contract provided by the City or, if the City would like, <br />provide a template contract for the City to review. <br />• Lease Agreements — Used to derive long-term income from City -owned property or short-term <br />lease -backs while assisting occupants with relocation. Clark Land can also assist with cell tower <br />leases. <br />• Deeds — Clark Land Agents have prepared hundreds of grant deeds, easement deeds, and <br />quitclaim deeds for dozens of municipal agencies and utility companies. The deeds are prepared <br />in the City's format with the City providing the final approval prior to use. <br />• Certificates of Acceptance — Acknowledging City's acceptance of a fee or easement purchase. <br />• Certification of Right of Way — Delivered to the City upon completion of the acquisition of the <br />parcels necessary to construct a project. The document will also list any special construction <br />requirements and cost -to -cure items. Copies of all contracts and other real estate documents will <br />accompany the Certification. <br />• Rights of Entry (ROE) or Temporary Construction Easements (TCE) — When required by the <br />project, Clark Land Agents have completed hundreds of ROES and TCEs for uses ranging from <br />short-term studies to long-term construction laydown yards. <br />Other Real Estate Services: The full range of real estate services provided by Clark Land includes skill <br />and experience with the full range of requirements the City has requsted in the RFP. These additional <br />services include: <br />• Real Coordination of Site Surveys — Clark Land has experience with land surveyors throughout <br />Southern California. Clark Land will coordinate property access with homeowners, survey crews <br />or other involved parties. Clark Land can also provide land surveying services through our <br />subconsultants, Towill, if requested by the City. <br />• Interpretation of Preliminary Title Reports — Clark Land Agents possess decades of experience <br />interpreting preliminary title reports, assisting escrow clearing title problems, monetary liens, or <br />other unwanted encumbrances. <br />Clark Land works with multiple Title Insurance Companies throughout the area. Clark Land will <br />engage the services of the title company selected by the City for work under this contract. <br />• Litigation Guarantee — Similar to the Preliminary Title Report, our Agents will assist the City or <br />City's Attorney with those parcels requiring eminent domain or other legal action. <br />• Customer Service — Clark Land is proud of the reputation we have built throughout the industry <br />for top notch customer service and reliability on right of way projects. <br />25D-282 Page 10 of 19 1 Clark Land Resources, Inc.
