Members will abstain from <br />voting if member feeis this action will create a conflict of interest. Secretary, The Secretary shall be designated by the City Manager or the <br />Executive Director of Parks, Recreation and Community Services Agency The Secretary <br />shall record the minutes of the Board, and shall maintain the records of its proceedings and <br />transactions. <br />6.
