Task 2. CALGreen Compliance Assistance <br />CALGreen requires nearly all building projects to divert 65%or more of C&D waste away from landfills. The <br />next triennial update, effective January 1, 2023, may increase this diversion rate requirement to 75% and <br />will reduce the amount of project exemptions. The City may need to overhaul its current permitting and <br />application processes to strengthen compliance incentives and non-compliance disincentives to comply <br />with CALGreen. EcoNomics can provide technical assistance to enhance existing processes to ensure higher <br />levels of compliance with CALGreen. <br />EcoNomics will assist the City with the following CALGreen implementation and compliance tasks on an as <br />needed basis: <br />1. Develop application that aligns with CALGreen requirements for completion by builders <br />applying for permits for covered projects <br />2. Development of incentive system, such as refundable compliance deposit or contingent project <br />finalization, to ensure compliance with 65% diversion requirement <br />3. Coordination with building department to train staff on administration of CALGreen <br />compliance requirements during permitting process <br />4. Review of waste reduction plans to assess feasibility on an 'as needed' basis <br />5. Review of disputed waste reduction plans to asses attainment of CALGreen diversion <br />requirements and to verify recycling rate was achieved via review of weight tickets or facility <br />audits <br />6. Assist City with development of facility certification criteria and with the verification of criteria <br />7. Assist City with CalRecycle data requests re: CALGreen <br />8. Analysis and aggregation of project data to determine overall compliance rate. <br />9. Review and implementation of software programs to assistwith CALGreen compliance tracking <br />10. Other tasks, as needed <br />Task 3. New Solid Waste Franchise Agreement Transition <br />EcoNomics has an in-depth understanding of the various contractual mechanisms contained in Solid Waste <br />Franchise agreements that can assist the City in directing the City's hauler to expand diversion programs, <br />provide reports, verify data, etc. in ensuring contractual requirements. EcoNomics will evaluate progress <br />and usher the City's new Franchise Hauler Agreement in implementing SB 1383 state -mandated diversion <br />programs in the 4-6 months before the new contract becomes effective. <br />A summary of anticipated franchise management tasks to be performed, as described in the following task <br />descriptions, include: <br />• Monthly transition meetings with the City's Hauler and City staff, monitoring the Haulers <br />Implementation Plan for completion of key milestones <br />• Confirmation of program implementation timing <br />• Troubleshooting during the transition operational concerns <br />• Timing and, if applicable, distribution of new Hauler Contract requirements such as equipment <br />purchase, new wheeled carts and bins etc. <br />• Confirmation of SB 1383 compliant color codes for bins and carts <br />10 <br />
