and/or functional specifications. The Contractor shall be capable of providing panel building <br /> services consisting of the following components: <br /> 1 . Motor control centers (MCCs) <br /> 2. Remote terminal unit (RTU) control panels <br /> 3. Human machine interfaces (HMIs) <br /> 4. Programmable logic computers (PI-Cs) <br /> 5. Variable frequent drives (VFD) <br /> 6. Motor operated valves (MOV) <br /> 7. Magnetic flowmeters (various brands) <br /> 8. Radio and communications equipment <br /> 9. Other related appurtenances <br /> Prior to the commencement of panel building services, the Contractor shall assess the <br /> project and provide a submittal to the City containing proposed equipment and components <br /> as well as a project schedule for the construction of the panels. The Contractor shall <br /> provide separate quotes, which shall be approved by the City's Project Manager prior to the <br /> commencement of work with a clearly established scope and timeline parameters. After <br /> receiving the City's Notice to Proceed, the Contractor shall begin the procurement of all <br /> equipment and materials associated with the construction of the new control panel. The <br /> Contractor shall inform the City of any long lead times that may affect project deadlines and <br /> the overall construction schedule. In addition and upon request by the City, the Contractor <br /> shall also repair and retrofit existing panels per the City's specifications and adhering to <br /> codes and regulations. <br /> 2. FACTORY ACCEPTANCE TEST <br /> The Contractor shall provide quality assurance and quality control through factory <br /> acceptance testing (FAT) on all constructed industrial control panels. The initial un- <br /> witnessed FAT procedures shall be performed by the Contractor's Test Engineer internally, <br /> and all self-identified non-conformances shall be rectified by the Contractor. Once all self- <br /> identified non-conformances are rectified, the final witnessed FAT procedures shall be <br /> overseen by a City Representative and performed by the Contractor's Test Engineer. The <br /> Contractor's Test Engineers shall be responsible for recording items checked and non- <br /> conformances. The following panel components shall be verified by the Contractor and City <br /> Representative during the FAT when applicable: <br /> 1. Panel Components and Mounting: <br /> a. The Contractor shall verify the panel assembly and the interior/exterior layout <br /> with the design. <br /> b. The Contractor shall confirm the enclosure mechanical components match <br /> the design and operate as specified (includes door latches, door closed <br /> switches, door stops, laptop shelf, disconnect handles, etc.). <br /> c. The Contractor shall confirm the spacing requirements of components and <br /> accessibility are met for panel installation and maintenance purposes (per <br /> design specifications). <br /> d.
