b. The type of legal entity with which the City would contract(e.g., individual, corporation, <br /> partnership,joint venture, limited-liability company). <br /> c. Documentation demonstrating that the Company is qualified to undertake the proposed <br /> project, including but not limited to the following: <br /> d. Overall experience with large, multi-site, digital-billboard development <br /> e. Experience with public/private development, including references of public partners <br /> f. Access to financial resources consistent with project requirements <br /> g. A track record of superior design <br /> h. The identity of the principal person within the Company who is authorized to negotiate on <br /> its behalf(the "Key Negotiator") and the authority the Key Negotiator possesses should be <br /> provided. If the Key Negotiator has limited authority, the process required to obtain <br /> authorization should be described. The Key Negotiator's resume must indicate that he or she <br /> is qualified to serve as Key Negotiator, with success in negotiating public/private <br /> partnerships and developing the type of development being proposed (include references <br /> that can validate the Key Negotiator's role in the prior projects). <br /> 7. REFERENCES <br /> Proposal shall include references for three public entities for which Proposer has performed <br /> similar work within the past five (5) years. Proposer shall provide references for a minimum <br /> of five (5) completed government installations that use the proposed system in a comparable <br /> environment. Where possible, at least one such reference should be in the state of California. <br /> The information should include municipality name, address, contact name,telephone number, <br /> date of installation, and a list of applications. <br /> Proposal shall include a list of relevant projects which the Company or personnel have <br /> completed within the last five (5) years, including significant work with public agencies. <br /> Project information should include project description, contract value, year completed, client <br /> name, along with a person to contact and their telephone number. <br /> 8. PROJECT UNDERSTANDING <br /> Proposal shall include an outline which demonstrates understanding of the scope of work. This <br /> outline should include anticipated approach, tasks necessary for successful completion, and <br /> suggestions or special concerns that the City should be made aware of. <br /> 9. DEVELOPMENT PROPOSAL <br /> Proposer must submit Proposal for all locations where a digital billboard and a digital banner <br /> are feasible and financially profitable. For freeway locations that are not feasible or financially <br /> profitable, the Proposer must state the reason(s) such as physical limitations, low return on <br /> investment, etc., for not selecting them. For each of the selected locations, Proposer must <br /> submit the following: <br /> a.
