►�I MARK <br />■ T H O M A SRESUME <br />PAUL MARTIN, PE, TE, LCI <br />Paul Martin has more than 21 years of experience as a transportation manager and traffic engineer. He has <br />a strong engineering and planning background that is focused on improving public travel and safety. Paul's <br />expertise includes community assessments, active transportation, public engagement, traffic engineering, <br />and strategic funding programs. As the first OCTA Active Transportation Coordinator, Paul secured over $6 <br />million in ten unique grants to address infrastructure and non -infrastructure needs. At OCTA, he was involved <br />in supporting local agency active transportation design projects as well as leading bikeway planning and <br />safety studies. Paul is currently leading the final design for the Standard Avenue Bikeway Project for the City. <br />REPRESENTATIVE PROJECTc- <br />PROJECT ROLE <br />STANDARD AVENUE BIKEWAY, SANTA ANA <br />Project Manager <br />Project manager leading the community engagement and engineering design <br />EDUCATION <br />for the project to redesign two miles of Standard Avenue to include buffered <br />BS in Civil <br />bicycle lanes, cycletrack, and bicycle boulevard. Key challenges that were <br />Engineering, <br />addressed through the project include on -street parking preservation, sight <br />University of <br />distance analysis, constrained right-of-way, protected intersection design, utility <br />California, Irvine, 1999 <br />and drainage impacts, transit operations at the intersection, and storm drain <br />and power pole relocations. <br />REGISTRATION <br />CA C65868 <br />THE OC LOOP — PROMOTION STRATEGY, ORANGE COUNTY <br />CA TR2315 <br />Program manager responsible for leading communications and funding <br />LCI 4936 <br />strategy for the 66-mile OC Loop to close the gap on the remaining 30-percent <br />of unbuilt portions. Led presentations introducing project and soliciting input to <br />over ten City Councils and coordinate a demonstration event of a gap closure <br />linking with the Santa Ana River in Yorba Linda. Collaborated with two cities, <br />railroad owner, and California Public Utilities Commission to negotiate land <br />acquisition for 4.1 mile long rails -with -trails portion. Over $20 million has been <br />secured to close gaps along the OC Loop since 2012. <br />OC LOOP SEGMENTS O, P, Q, ORANGE COUNTY <br />Project manager responsible for assisting with the preparation of ATP Cycle 4 <br />and Cycle 5 ATP grant applications for construction of the OC Loop Segment <br />O and Segments O, P, Q of this regional trail system. Segments OPQ define a <br />2.7-mile off-street multi -use path along the Coyote Creek flood channel. The <br />project includes two bridges over the channel, three roadway/highway <br />undercrossings, three railroad undercrossings, and three roadway at -grade <br />crossings. <br />MENDEZ HISTORIC FREEDOM TRAIL, WESTMINSTER <br />Project manager responsible for initiating concept for roadway reallocation to <br />provide the first cycletrack in the City of Westminster. Supported City <br />engagement with the CPUC related to adjacent active rail corridor. Positioned <br />the City to seek regional Go Human event funding illustrating pop-up cycletrack <br />in 2016 which later led to securing $2.4 million in funding to implement the <br />Mendez Historic Freedom Trail. The trail will provide an outdoor education <br />opportunity related to the historic Mendez school desegregation case while <br />also serving to manage stormwater runoff and provide a high -quality bikeway <br />fnr sti irdPntc anrd rnmmi inity memhPrc <br />City Council 17 — 244 2/15/2022 <br />
