<br />tract architect to ensure compatibility with new tract homes. The
<br />environmental clearance was also included in the EIR for the housing
<br />tract. Mark oversaw three separate contracts for drilling, equipping,
<br />and a half -mile distribution pipeline.
<br />• Directed the conversion of all metered connections to AMI. Under
<br />Mark's leadership, Fountain Valley was the first agency within this
<br />area to convert all metered connections to AMI in a single project.
<br />Since then, many agencies have converted to similar technology and
<br />have used this model as their guiding principle for their conversion
<br />projects.
<br />• Developed a fully rate -funded CIP for sanitary sewer system pipeline
<br />replacement, repair, and lining projects. This included equipping staff
<br />with CCTV and other equipment to enable in-house completion of
<br />minor works that were both economical and time efficient.
<br />• Directed the design and rehabilitation/upgrade of the City's two
<br />stormwater pump stations that were on the brink of failure due to
<br />funding challenges to complete the two projects.
<br />• Established adequate but conservative sewer and water rates to
<br />deliver high quality, cost-effective utility services.
<br />• Implemented a full cost recovery to the General Fund forWater
<br />Enterprise facilities leading to General Fund revenues by more than
<br />$1.7 million annually.
<br />Utilities Management Support, City of Huntington Beach,
<br />CA. Project Manager responsible for providing organizational
<br />analysis and recommendations, assisted with development of the
<br />CIP and coordinated with supervisors and superintendents relative to
<br />operational and capital issues.
<br />City Engineering Support, City of Laguna Hills, CA. Project
<br />Manager responsible for providing assistance with development and
<br />permit review, capital project management, staff augmentation,
<br />policies, and procedures updates, staffing services for City Traffic
<br />Commission, and other general city engineering support services.
<br />Project Management/Constructability Review, City of Seal
<br />Beach, CA. Project Manager responsible for providing constructability
<br />review and project management for a water and sewer line
<br />replacement project, as well as an upgrade to a sewer lift station.
<br />Traffic Engineering Support, City of Lake Forest, (A. Project
<br />Manager providing additional municipal engineering assistance with
<br />traffic operations, traffic engineering and transportation management
<br />for capital improvement projects. Responsibilities included developing
<br />traffic engineering policies, traffic commission agenda reports,
<br />reviewing development projects as they relate to traffic impacts, school
<br />traffic programs, daily traffic engineering questions/concerns.
<br />Randall Avenue Street Improvements, City of Rialto, CA.
<br />Program/Project Manager leading the design team in a three phased/
<br />three contract approach by:1) evaluating Randall Avenue street
<br />improvements for traffic, ADA, and construction quality concerns
<br />by developing a strategic plan report; 2) directing the design effort
<br />to prepare plans for improvement, and coordinating with the City
<br />(including the City Manager, City Attorney, Mayor Pro Tem, and the City's
<br />ADA consultant; and 3) preparation of plans to widen the remaining
<br />section of roadway over a flood control channel to improve traffic flow
<br />and ADA access while eliminating a roadway hazard.
<br />Plan Check/Review (including Traffic Control) and Development
<br />Coordination Services, City of Brea, CA. Project Manager responsible
<br />for providing plan check services (including traffic control) for the review
<br />of engineering plans and reports and development planning documents
<br />for developer -funded projects including, but not limited to, EIR drainage
<br />and water quality studies and write-ups, grading, tentative maps,
<br />storm drains, site development plans, streets, hydrology and hydraulic
<br />analyses, utilities, and WQMP Reports. Projects to date include plan check
<br />review for Raising Canes Restaurant, Brea Plaza Mixed Use, Randolph
<br />Avenue, Brea Mall Extension, and Pacific Highland. Arduna is also
<br />providing ongoing review and approval of traffic control plans for private
<br />utility construction and currently averaging six reviews per month.
<br />Responsibilities include reviewing stage construction and worksite traffic
<br />control plans providing support to theTraffic Division.
<br />Protected/Permissive Left Turn (PPLT) Conversion, City of
<br />Fountain Valley, CA.* Implemented an aggressive capital program
<br />to convert many fully protected traffic signals to PPLT. A key element of
<br />this implementation was the removal and reconstruction of the finger
<br />medians in left -turn pockets to reduce the width to 2 feet and in some
<br />cases 1 foot. This provided positive offset for left turning vehicles to
<br />view oncoming traffic. This sight distance improvement was a key to
<br />the success of these installations and was praised by many leaders and
<br />expert witnesses in the traffic engineering arena.
<br />Recreation Center and Sports Park Master Plan Expansion, City
<br />of Fountain Valley, CA* Managed construction for this $20-million
<br />Recreation Center and Sports Park Master Plan Expansion, the largest
<br />capital project in the City's history. Improvements included six multi -
<br />league softball fields, a youth field, 555 parking spaces, 2 miles of roads
<br />and 78 acres of computer -controlled sports field lighting. Other new
<br />facilities include a 60,000-SF gathering space with an outdoor stage
<br />and more than 3 miles of granite trails and sidewalks. Other upgrades
<br />included recycled water irrigation, picnic areas, playgrounds, two new
<br />concession buildings, and a new maintenance facility.
