He has managed the design of new and retrofit water treatment plant projects. <br />He is a specialist in mechanical process equipment of all types, piping, and valves. He prides himself <br />in working closely with his clients, and ensuring the design team understands the critical issues of the <br />project. He is dedicated to delivering detailed and quality bid packages. He effectively manages project <br />budgets, schedules, and risks and continually finds ways to minimizing construction and operational costs. <br />RELEVANT EXPERIENCE <br />Santa Margarita Conjunctive Use Project Facilities, Fallbrook Public Utilities District (FPUD), <br />CA. Project Manager for the design of treatment facilities associated with an agreement between FPUD <br />and the federal government that settled a century long dispute over water rights of the Santa Margarita <br />River. The agreement included Camp Pendleton providing approximately 8-mgd of groundwater to <br />FPUD, actual flow rates being dependent on the month of the year and rainfall of the previous year, <br />that was high in iron, manganese, and TDS. The treatment train included 8-mgd of iron and manganese <br />utilizing greensand media within six 12-inch-diameter and 30-foot-long pressure vessels. A side stream <br />treated with RO membranes was remixed to create a product water to match the water quality of FPUD's <br />imported water. The product water was pumped directly in the distribution systems. Distribution system <br />improvements included two miles of 24-inch CML&C steel pipe, a remote 8-mgd pump station and 6-MG <br />steel water storage tank. Project services included distribution system modeling; establishment of water <br />quality goals; evaluation of potential process treatment trains and configurations; preliminary design; <br />final design; design service during construction phases; public outreach; and permitting assistance. <br />University Heights Water Tower Seismic Retrofit, City of San Diego, CA. Project Managerfor <br />structural retrofit of the existing water tower structure to improve seismic stability. The project included <br />replacement of exterior structural elements including all new tie rods, turn -buckles gusset plate <br />reinforcement, anchor plates and nuts. Specialized lead paint abatement and removal was limited to areas <br />of immediate repairs of the existing structural elements. Coating of new bare steel members as well as <br />recoating of repaired areas was performed to preserve the existing patina of the aged tank matching the <br />weathered appearance and color of the existing tower coating. <br />City of San Diego Reservoir Condition Assessments, Simon Wong Structural Engineering, San <br />Diego, CA. Mechanical Quality Control review of 12 major City water reservoir condition assessment <br />reports. Verified mechanical condition information, improvement and maintenance recommendation, and <br />life cycle analysis, and estimated years of remaining life. Provided overall review of all elements or the <br />reports in including clarity of presentation and cost estimating. <br />Leucadia Pump Station, Leucadia Wastewater District, CA. Project Manager for the condition <br />assessment, preliminary and final design for a 4.0-mgd wastewater lift station for the Leucadia <br />Wastewater District. The Leucadia Pump Station is the District's largest pump station with four 200-hp <br />variable speed driven (VFD) pumps currently in place. This rehabilitation project will include the <br />replacement of the four large pumps with three slightly smaller 150-hp pumps and two 25-hpjockey <br />pumps to accommodate the wide range of flows to the pump station. The project will include the reuse of <br />two relatively new 200-hp VFDs for two of the new 150-hp pumps, all new ductile iron piping, valve, and <br />appurtenances. The new pumps will be dry pit submersible type.
