Along the primary <br />elevation, the second floor features a wide shed dormer with four multi-paned casement <br />windows, also framed by shutters. The driveway is located along the south elevation and <br />leads to the detached, one-story, two-car garage, also clad in clapboard siding. <br />Character-defining features of the house include the one and a half-story massing, high <br />pitched and side gabled roof; massive chimney; dormers; clapboard siding; roof eaves <br />with little to no overhang; and multi-paned, casement windows framed with shutters. <br />Project Description <br />The proposed exterior modifications will not include any new square footage but would <br />include the removal of three double-hung, multi-light windows and a fixed window, a <br />single entry door, and an existing pair of French doors along the rear (east) elevation. <br />The rear elevation will be reconfigured to include three new double-hung windows, <br />flanked by two new sets of French doors. In addition, an existing window will be removed <br />along the south elevation and be replaced with a repurposed window removed from the <br />rear elevation. Lastly, the applicant is proposing an 420-square-foot first floor kitchen and <br />laundry remodel to include the removal of one existing bedroom. <br />All new windows and French doors are proposed to be wood and dual glazed and woud <br />match the existing, including the wood trim. Moreover, the replacement siding will match <br />the existing wood siding. The proposed alterations will be located in the rear of the house, <br />where it is not generally visible from the public right-of-way, and avoids the most <br />significant and character-defining features. <br />Analysis of the Issues <br />As proposed, the project will follow the Secretary of the Interior’s Standards (SOIS) for <br />the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, <br />Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne E. Grimmer, <br />revised 2017). The proposed exterior modifications would be considered a rehabilitation <br />project and as such be evaluated against ten criteria. Staff has reviewed the proposed <br />modifications in comparison to the SOIS. The following is a review of the findings as they <br />pertain to the applicable criteria: <br />1. A property will be used as it was historically or be given a new use that requires <br />minimal changes to its distinctive materials, features, spaces, and spatial <br />relationships. <br />The project complies with Standard No. 1. The property currently maintains its <br />historic use as a single-family residence. The use is not proposed to change. The <br />interior configuration will remain substantially the same with the addition providing <br />enhanced functionality. <br />Historic Resources Commission 5 –2 7/7/2022
