Bon Tempe and San Geronimo Water Treatment <br />Plants Master Plan and Filter Rehabilitation <br />Merin Municipal Water District I Corte Madera, <br />California I Cost Estimator <br />The first of these two projects that were completed for <br />MMWD was a Master Plan to help ensure reliable, <br />cost-effective operation of the two drinking water <br />treatment plants for the next 50+ years. The Master <br />Plan, completed by the end of 2014, found that major <br />seismic rehabilitation of filters and other structures is <br />required to achieve code compliance and meet the <br />District's reliability goal of producing water within 24 <br />hours of a major earthquake. To address these <br />issues, Stantec began the Filter Rehabilitation Project <br />in 2015. Jim provided cost estimating services for the <br />project, which includes performing seismic/structural <br />analysis, evaluating upgrade options, preparing <br />cost-effective designs, managing bid documents, <br />and providing construction support for the necessary <br />improvements at both plants. <br />Waterman WTP I City of Fairfield I Fairfield, California <br />Principal Estimator <br />Jim was the principal estimator for plant expansion <br />work and submitted cost opinions at the PDR and 30, <br />60, and 90 percent design stages. The project <br />involved a doubling in capacity of an existing <br />conventional filtration process, including flocculation <br />and sedimentation facilities at a working WTP. <br />Phasing constraints and inclusion of costs to keep the <br />existing plant operational during the construction <br />period were analyzed and included in the various <br />estimate iterations. <br />Sunol Valley Water Treatment Plant I San Francisco <br />Public Utilities Commission (SFPUC) <br />Sunol, California I Estimating Manager <br />Jim was the estimating manager and a lead quality <br />control resource for the plant upgrades. The purpose <br />of this $100 million project was to increase the <br />sustainable capacity of the plant from 120 to 160 <br />MGD. This was accomplished by the addition of a <br />new 40-MGD flocculation/sedimentation basin, <br />upgrades to the plant's 12 existing filters with new <br />filter media, new under drains and air/water backwash <br />capability, a new washwater recovery basin, and <br />modifications to the plant's existing flow distribution <br />structure. <br />CS-884, As -Needed Water Treatment Design <br />Services I SFPUC I San Francisco, California I Lead <br />Estimator <br />Under Task Order #12, Jim led a team of estimators <br />to independently develop cost opinions for the capital <br />elements associated with the Crystal Springs pump <br />station and San Andreas Transmission Main project. <br />He developed the Association for the Advancement of <br />Cost Engineering Class 4, 3, and 2 cost estimates to <br />support the detailed design process. <br />Roseville Water Treatment Plant (WTP) Expansion <br />City of Roseville I Roseville, California <br />Lead Estimator <br />Jim was the lead estimator for the City of Roseville <br />WTP Expansion Project. This $32M treatment plant <br />expansion increased the rated capacity to 100 mgd, <br />and, in addition to other work, included two additional <br />horizontal flocculation and sedimentation basins. Jim <br />prepared interim cost estimates at the 30, 60, and 95 <br />percent design stages, as well as the final engineer's <br />opinion of probable construction cost. <br />CS-825B, As -Needed Wastewater Design Services <br />SFPUCommission* I San Francisco, California I Lead <br />Estimator <br />Under Task Order 46, Jim led cost estimating on the <br />third -party review of the Sewer System Master Plan <br />(SSMP) feasibility level cost estimates. The SSMP <br />program evaluates the existing wastewater treatment <br />and collection system and determines present and <br />future need to help ensure reliable service consistent <br />with the City's goals. As part of the review effort, Jim <br />commented on the appropriate escalation factor and <br />proper inclusion of owner soft costs. He also provided <br />input on the cost of construction in San Francisco <br />relative to the rest of the country. Finally, Jim <br />undertook a detailed review of consultant cost <br />estimates for the New Bayside Digester Facility and <br />the Cayuga Diversion scheme. <br />Stringfellow Groundwater Treatment Stringfellow <br />Superfund Site I Riverside, California Senior <br />Cost Estimator <br />The Stantec team designed upgrades and <br />improvements for the Stringfellow Superfund Site <br />groundwater treatment plant. Jim was responsible for <br />task order cost estimating and constructability reviews <br />for an updated PLC -based control system, a new <br />VOC stripper, and upgrades for the lime -precipitation <br />and GAO systems on site. <br />denotes projects completed with other firms <br />City of Santa Ana On -Call Engineering Design Services for PFAS Treatment Systems RFP NO, 22-133 A-30 <br />
