Task 3 Construction Documentation <br />(PS&E) <br />Once a design has been vetted, Alta will move into the final <br />design phase. This includes the development of construction <br />documentation, opinion of probable construction cost, and <br />specifications that meet the City of Santa Ana's standards, <br />County of Orange standards, and any state or federal <br />regulations. We will work with the City and involved agencies <br />to format our drawings and specifications in compliance <br />with applicable standards. The final design package is <br />then submitted for a final review to City departments and <br />stakeholders as directed by City staff. Fipaj omments are <br />incorporated into the package and a final bid document set is <br />issued to the City for soliciting contractor bids. The plans will <br />be prepared in accordance with City of Santa Ana's Standard <br />Plans, supplemented by "Greenbook Standard Specifications <br />for Public Works Construction, Caltrans Standard Plan and <br />Specifications, California Manual on Uniform Traffic Control <br />Devices (MUTCD), and the County of Orange Standard <br />Plans. PS&E may include: <br />Civil and/or Roadway Plans and Details <br />• Geometric Layout Plans <br />Channelization and Signage Plans <br />Traffic Signal Modification Plans <br />Traffic Control and Staging Plans <br />Utility Composite and Disposition Plans <br />• Technical Specifications and Contract Documents <br />Probable Construction Cost Estimates <br />Task 3 Deliverables: 30%, 60%, 90% (Pre -Final), and 100% <br />(Final) PS&E Packages. <br />Task 4. Bidding and Construction <br />Support <br />TASK 4.1 CONSTRUCTION BIDDING <br />Alta will support the City throughout the bidding process. We <br />will participate in one pre -bid meeting, prepare responses <br />to requests for clarifications or information, and prepare <br />addendums to the plans and/or specifications, if needed. <br />TASK 4.2 CONSTRUCTION SUPPORT PHASE <br />Alta will provide ongoing construction support. We will <br />review and respond accordingly to requests for information <br />(RFI), review and approve contractor's shop drawings and <br />submittals, review change orders, issue plan clarifications, <br />and field meetings. Alta will provide a response to submittals/ <br />shop drawings approvals. <br />TASK 4.3 RECORD DRAWINGS <br />The Alta team will review that the contractor maintains an <br />accurate record of all changes in the plans and special <br />provisions including under change orders, RFIs, addendum, <br />and any additional details needed for the construction <br />of the project but not shown on the plans. It is important <br />that changes to the contract drawings are documented <br />as the project proceeds. Alta will work with the contractor <br />to maintain an updated set of record drawings denoting <br />deviations from the design drawings during construction. <br />We will review and compile these drawings, which will be <br />transmitted to the City at the end of the project. <br />Task 4 Deliverables: Attend the pre -bid meeting, as well <br />as prepare Letters of Clarifications (LOCs), responses to <br />Requests for Information (RFIs), and addendum sheets. If <br />needed RFI & submittal responses during construction; <br />Construction kick-off meeting attendance, up to five field <br />meetings; Final record drawings. <br />Task 5. Grant Writing <br />Our team is familiar with numerous state and federal sources <br />of transportation funding and will assist the City from full- <br />fledged preparation of the grant application to document <br />review and preliminary design assistance. We analyze <br />current conditions, assess needed improvements, identify <br />funding resources and strategies, design and engineer <br />facilities, coordinate public and agency involvement, and <br />anticipate details such as connectivity, ADA compliance, <br />landscaping, and future expansion. Our in-house grant <br />writing specialists excel at identifying funding opportunities <br />and matching projects with the right funding source and <br />recognize that securing funding is much more likely when it <br />comes from a variety of sources. <br />Task 5 Deliverables: Prepare draft and final grant applications <br />including all necessary GIS, estimates, and concept plans. <br />Occasional Services <br />Task 6. Mechanical Engineering <br />Services for Facility <br />TASK 6.1 SCHEMATIC DESIGN <br />The Alta Team, supported by GHD will be prepare visit <br />the site for verify existing conditions. Once the scope is <br />confirmed we will prepare initial SD drawings which will <br />include demolition, HVAC, and plumbing. The initial HVAC <br />and plumbing load calculations, HVAC equipment and <br />plumbing equipment and fixture selections will be included <br />along with a list of Division 22 and 23 specification sections <br />and mechanical and plumbing cost estimates. <br />TASK 6.2 DESIGN DEVELOPMENT (DID) PHASE <br />The Alta Team will finalize load calculations and equipment <br />selections and then move forward with the DID drawings. <br />The DD drawings will be based on comments from previous <br />Proposal for RFP No. 23-030 On -Call Engineering Services ALTA PLANNING + DESIGN, INC. <br />
