Local Guidelines for Implementing the <br />California Environmental Quality Act (2023) GENERAL PROVISIONS, PURPOSE AND POLICY. <br /> <br /> <br />2023 City of Santa Ana Local Guidelines 1-5 ©Best Best & Krieger LLP <br />(C) Not restrict the Lead Agency from considering any feasible mitigation measures <br />and alternatives, including the “no project” alternative; and <br />(D) Not restrict the Lead Agency from denying the project. <br /> <br />The City’s environmental document preparation and review should be coordinated in a <br />timely fashion with the City’s existing planning, review, and project approval processes. These <br />procedures, to the maximum extent feasible, are to run concurrently, not consecutively. <br /> <br />(See State CEQA Guidelines, § 15004; Save Tara v. City of West Hollywood (2008) 45 Cal.4th <br />116.) <br />1.11 STATE AGENCY FURLOUGHS. <br />Due to budget concerns, the State may institute mandatory furlough days for state <br />government agencies. Local agencies may also change their operating hours. <br />Because state and local agencies may enact furloughs that limit their operating hours, if the <br />City has time-sensitive materials or needs to consult with a state agency, the City should check <br />with the applicable state agency office or with the City’s attorney to ensure compliance with all <br />applicable deadlines.
