The boards have leaned on their library partners to support <br />workforce development services through their offerings, including digital literacy <br />programming, computer classes, online homework assistance through Brainfuse Help <br />Now, resume assistance and career coaching through Brainfuse Job Now, and dropou t <br />recovery services for youth and adults. AJCC staff also connect youth to adult education <br />and community college non-credit programs, which provide digital literacy programming. <br /> <br />F. Entity Responsible for Disbursal of Grant Funds and the Competitive <br />Process Used to Award Contracts for WIOA Title I Activities <br /> <br />The Orange County Board of Supervisors designates the Orange County Workforce <br />Development Board to serve as the local board and as the fiscal agent responsible for <br />grant funds' disbursal. Similarly, the City of Santa Ana serves as the Santa Ana Workforce <br />Development Board's fiscal agent and bears responsibility for grant funds' disbursal. The <br />City of Anaheim serves as Anaheim's Workforce Development Board's fiscal agent and <br />bears responsibility for grant funds' disbursal. <br /> <br />The three local boards use a competitive procurement process to award sub-grants and <br />contracts for WIOA Title I activities when award amounts are above the threshold required <br />for such operations. The local boards follow local competitive procurement policies and <br />procedures adopted by their respective governments. These written policies adhere to <br />state and federal procurement regulations. In addition, the local boards comply with all <br />requirements specified in EDD Directive WSD17-08 with respect to the procurement of <br />equipment and related services. <br /> <br />G. How the Local Board Fulfills the Duties of the AJCC Operator and/or the <br />Career Services Provider or Selection of AJCC Operators and Career <br />Services Providers <br /> <br />Consistent with EDD Directive WSD19-13, the selection of AJCC operators and career <br />services providers for the local boards is the result of open and competitive procurement <br />processes.
