Task 4 - 60% Design <br />Based on the design concepts and criteria established in the PDR, the EEC Team will prepare a 60% design submittal <br />package. Drawings will be prepared using AutoCAD format. Drawings will be set up with 22" x 34" format for submittal <br />and reduction to half scale 11" x 17" size for bidding purposes. The technical specifications will be prepared using standard <br />Construction Specifications Institute (CSI) 2004 format, modified for the project. <br />The EEC Team will implement value engineering requirements, if applicable, and identify preferred equipment and <br />materials. Draft technical specifications for major equipment, materials, and features will be prepared. At this stage, <br />expectations and objectives are finalized as well as confirmation of constructability and permit requirements. <br />The EEC Team will prepare a 60% Design opinion of probable construction cost (OPCC) following the principles and <br />guidelines of the Association for the Advancement of Cost Engineering (AACE) and standard cost estimating procedures. <br />The OPCC will meet the requirements of an AACE Class 2 estimate. The OPCC will be projected to the midpoint of the <br />construction period. <br />Deliverables <br />60% Design Drawings (Electronic, pdf format). <br />60% Design Specifications (Electronic, pdf format). <br />60% OPCC (Electronic, pdf format). <br />Task 5 - 90% Design <br />The EEC Team will incorporate comments from the City and other potential stakeholders on the 60% Design and prepare <br />drawings and specifications developed to a 90% level of completion. The documents prepared will be grouped into a 90% <br />Design submittal package and submitted to the City for review. The EEC Team will also provide a Commissioning Plan in <br />which the goals, systems, and commissioning processes are identified. The Commissioning Plan will incorporate lessons <br />learned from Fullerton, YLWD, and Santa Ana's Well 40 commissioning. <br />The EEC Team will prepare a 90% Design OPCC following the principles and guidelines of the Association for the <br />Advancement of Cost Engineering (AACE) and standard cost estimating procedures. The OPCC will meet the requirements <br />of an AACE Class 2 estimate. The OPCC will be projected to the midpoint of the construction period. <br />Deliverables <br />1. 90% Design Drawings (Electronic, pdf format). <br />2. 90% Design Specifications (Electronic, pdf format). <br />3. 90% OPCC (Electronic, pdf format). <br />Task 6 - Final (100%) Design <br />The EEC Team will incorporate the responses to the final comments from the 90% design review and prepare the following: <br />I. Cost Estimate, Specifications and Project Schedule <br />• Final construction schedule and estimate of construction duration <br />• Construction phasing plan including construction staging area <br />• Final commissioning plan <br />• Final OPCC <br />• A complete set of project permit applications (excluding Contractor obtained permits) <br />• Complete set of signed and sealed drawings and specifications <br />• Complete list of special conditions related to construction <br />EEC Environmental 17 November 17, 2022 <br />
