BLUE MOUNTAIN <br />DEVELOPMENT <br />Omar M. Dandashi, P.E. <br />Project Manager <br />City of Ontario as lead agency, the project represents the culmination of <br />almost a decade of developing public and private partnerships. <br />With over 52 acres of wetlands, the project provides over 23 acres of open <br />water, 2.5 miles of recreation trails, additional storm water storage capacity <br />for the Prado Basin, and includes the creation of over 20 acres of California <br />native habitat for over 300 species, including endangered species such as <br />the Least Bells Vireo. <br />During the project's implementation phase, a comprehensive federal, state, <br />regional, and local government relations program was developed that <br />included direct project advocacy before the United States Congress, U.S. <br />Army Corps of Engineers, and a variety of pertinent departments. The project <br />received approximately $7.5 million in grant funding directly and indirectly <br />from the following programs: <br />US Bureau of Reclamation <br />• US EPA / CaIEPA <br />• Bureau of Reclamation's WaterSMART Program <br />• State Water Resources Control Board Revolving Fund <br />• Department of Water Resources (Integrated Watershed Program / SAWPA) <br />• Natural Resources Agency <br />Construction Manager, Balboa Village Improvement Project, City of <br />Newport Beach (Duration: Construction 2001- 2003; Value: $8.5 <br />Million) —The Balboa Village Improvement Project included a four -square <br />block area in the vicinity of the "Balboa Pier and Fun Zone" on the Balboa <br />Peninsula. The major revitalization of the aging Village provided a draw to the <br />public and promoted redevelopment of the area. <br />The project included upgraded streets and alleys, the addition of traffic <br />calming elements, widening and resurfacing sidewalks, extensive ADA <br />compliance implementation, expanding parking facilities, the addition of new <br />storm drainage, landscaping, lighting, and street furniture to achieve a unified <br />theme and character for the Village. <br />The project was delivered in three-year phases addressing the complex <br />nature of active businesses and residents, circulation, and mass transit to an <br />annual active tourist attraction. Community outreach was a critical <br />element of the project delivery and success. The City staff and construction <br />management developed a unique up -front communications style that <br />allowed a proactive community driven partnership with local businesses <br />and residents. Nominated for ASCE Orange County Project of the Year. <br />
