9. Progress and Final Payments <br />The PM will receive, check, and verify all <br />Contractor monthly progress payment requests and <br />other project -related invoices based upon the cost - <br />loaded schedule. The progress payment worksheet <br />will be based on an approved schedule of values. <br />Progress pay requests will be checked against the <br />approved schedule of assigned values and actual <br />in -place quantities verified at the end of the pay <br />period. The project team will establish the pay <br />request format to expedite checking, processing, <br />and subsequent updating of project budgets and <br />cost projections and forwarded to the City's <br />Construction Manager for approval and payment to <br />the Contractor. <br />10. Prevailing Wage & CWA Forms <br />The Butier Team will monitor prevailing wage forms <br />and requirements for conformation to the prevailing <br />wage rates on a weekly basis. The Butier Team will <br />verify that all Trade personnel listed in the daily log <br />are also listed in the certified payroll and will <br />conduct weekly employee interviews for each trade. <br />The Butier Team will also monitor the City's <br />Community Workforce Agreement (CWA) forms <br />and requirements to ensure compliance. <br />Verification of prevailing wage and CWA will be <br />provided with the monthly progress payments. <br />11. Contract Documents <br />The Butier Team will monitor construction activities <br />to ensure the work adheres to the contract <br />documents and regulatory agencies. The PM will <br />bring to the attention of the City's Construction <br />Manager any errors, omissions, or discrepancies <br />found in the contract documents. The PM will lead <br />resolution of day-to-day construction issues raised <br />and coordinate with the inspectors, Design <br />Engineer, and Contractor as required. <br />12. Maintain "As -Built" Records <br />The Butier Team will utilize Bluebeam as our primary <br />tool for tracking completeness of as-builts. The PM <br />and Field Inspectors will maintain, at the job site, <br />records of contract documents and other <br />modifications of plans and specifications marked to <br />show all changes made during construction. They <br />will also maintain as -built records of underground <br />utilities, including locations/depths of trenches. <br />BI ITI ER <br />City of Santa Ana, Public Works Agency <br />Well 32 Rehabilitation Improvements <br />Construction Management and Inspection Services, RFP No. 22-051 <br />The PM and Field Inspectors will review the <br />Contractor's as -built records monthly to ensure that <br />timely recording is being accomplished. The PM will <br />ensure that the City's as-builts identify RFIs, shop <br />drawing revisions, change order modifications, etc. <br />and that they are updated weekly. The PM will hold <br />monthly record drawing review meetings with the <br />City's CM and the Contractor prior to submittal of <br />monthly progress payments. <br />13. Construction Inspection <br />Butier's Lead Field Inspector will ensure that the <br />Contractor's work complies with the contract <br />documents, industry standards, applicable codes, <br />environmental and local regulations, and <br />construction permits. In addition, the Inspectors will <br />be responsible for the following: <br />• Daily Inspection Reports/Statement of <br />Working Days: Maintain daily inspection <br />reports and submit to the City weekly. The <br />reports will document construction activities, <br />including the date, day of week, and weather <br />conditions; hours of work; personnel on site; <br />equipment being used; idle or inoperable <br />equipment; details of each activity; controversial <br />matters/disputes; deficiencies and violations; <br />instructions issued to the construction <br />contractor; safety concerns; description of <br />accidents; major material and equipment <br />deliveries to the site; names of visitors to the <br />site; and delays and extra work. Prepare and <br />send Weekly Statement of Working Days to the <br />Contractor. <br />• Schedule Review: Review Contractor's two - <br />week "look ahead" schedule. <br />• RFIs: Discuss responses to RFIs with Butier's <br />PM and coordinate replies to the Contractor; <br />review submittals; and provide non- <br />conformance reports and documentation of <br />construction activities, duration of activities, <br />workforce, and equipment allocation. <br />• Photographic Records: Provide monthly <br />digital photographic records. Log photographs <br />daily. Maintain a photographic library of <br />significant activities. Label photographs with the <br />date, location, and narrative information. <br />Additional photographs will be taken of change <br />order and claim items. <br />18 F.
