IBI Group's staff team is also fully <br />capable of supporting City staff in reviewing project development applications, traffic studies, and <br />transportation plans. <br />ITS / Traffic Signal Coordination <br />IBI Group has deep experience in ITS design and traffic signal coordination. IBI Group staff authored <br />the San Diego Region ITS Strategic Deployment Plan, demonstrating an understanding of compliance <br />with federal, state, and local codes and regulations. IBI staff are fully versed in multimodal ITS planning, <br />design and implementation with a full knowledge of Caltrans and federal ITS requirements and <br />industry -leading systems engineering approaches. This experience will allow IBI to provide expert on <br />call services for any projects the City of Santa Ana requires. <br />Future Proofing of Emerging Technology <br />IBI Group's traditional transportation planning and engineering expertise is strongly influenced by current <br />and emerging technologies that are playing an increasing role in our urban lives and environment. We are <br />moving forward as a firm to stay ahead of the rapidly shifting transportation environment that is moving <br />from singular mode user decisions to decisions based on a network of multimodal options and supported <br />by real-time data. This means looking at both: <br />• The present mobility eco-system defined by increasing interconnectivity; and <br />• The future that will be marked by a completely connected user in a smart city with a responsive and <br />resilient mobility environment. <br />Both eco-systems are very different from the one of traditional transportation/ITS planning, design, and <br />deployment which tended to be solely agency infrastructure and operations focused. Under this traditional <br />model, customer information and interactions were viewed as secondary or an outcome of operational <br />improvements. Increasingly, the lines between customer information and operational support systems are <br />blurring, as has the line between planning and implementation. IBI Group has the depth and breadth of <br />skills and expertise to tackle all potential elements of the emerging 21 st century mobility paradigm. It is also <br />integrated and linked through all stages of ITS and transportation planning, engineering, implementation, <br />and operations support to provide the City of Santa Ana with the flexibility and capabilities it will need to <br />respond effectively as the ITS and mobility environments continue to evolve rapidly over the coming years. <br />Scope of Services <br />IBI Group has developed a sample work plan to address the common elements associated with <br />transportation planning and engineering services. IBI recognizes the importance of all project aspects <br />as well as the differences in how they will need to be handled. Management of individual tasks is the <br />responsibility of the Project Manager to ensure that elements of the project affecting the schedule, <br />project cost and approval process are tracked, monitored and reported on accordingly. <br />Task 1 — Project Kick -Off Meeting <br />IBI Group's first order of work will be to meet with the City of Santa Ana's Project Manager, to review <br />the project, identify specific review issues, and agree on the scope and schedule for the project. Once <br />the preliminary review scope is defined, we will perform all or part of the following tasks described in <br />this approach. <br />Task 2 — Development of Scope of Work and Project Plan <br />After meeting with City staff, IBI's Project Manager will develop a detailed scope of work and project <br />plan detailing the services to be performed including costs and estimated time for completion.
