He has over 31 years of <br />experience in providing professional services in planning, design and <br />implementation of traffic engineering and Intelligent Transportation <br />Systems (ITS). Mr. Li has served as Project Manager or Principal -in -Charge on <br />numerous traffic and ITS design/construction, traffic signal timing and <br />synchronization, operational analysis, feasibility studies and municipal traffic <br />engineering projects. His traffic engineering design expertise includes traffic <br />signal installation, signal modification, roadway sign age/striping, street <br />lighting, and worksite traffic control and neighborhood traffic management. <br />Mr. Li's ITS experience comprises fiber optic communications, wireless <br />communications, Closed -Circuit Television (CCTV), Video -Detection System <br />(VDS) and Dynamic Message Signs (DMS). He is also highly experienced in <br />traffic signal operations, having assisted numerous agencies in the analysis, <br />retiming, and synchronization of traffic signals, both corridor and network <br />wide. Mr. Li's transportation planning expertise includes traffic impact <br />studies, parking studies, transportation master plans, signal warrant analysis <br />and stop warrant analysis. He has served as City Traffic Engineering <br />Consultant for many agencies, helping to resolve numerous day-to-day <br />traffic engineering issues, including resident inquiries, plan checking, and <br />safety evaluations. <br />Did You Before becoming a LA Lakers season ticket holder in 2007, <br />know?Bernard used to be a huge Boston Celtics' fan <br />Project Experience <br />On -Call Traffic Engineering Consultant — Laguna Woods, CA <br />Mr. Li currently serves as a consultant traffic engineer to the City of Laguna <br />Woods from April 2012 to June 2019. Services provided include: <br />• Monitor and operate all traffic signals within the City via the Econolite <br />Centracs traffic signal system <br />• Provide monthly update of operational compliancy for the two red-light <br />photo enforcement intersections <br />• Design golf -cart push buttons at 3 intersections <br />• Recommend operational improvements for two signalized intersections with <br />split -phase operations <br />• Coordinated with OCTA for the El Toro Road and Moulton Parkway TSS <br />projects <br />• Attend OCTA Traffic Forum meetings <br />• Address resident complaints on various traffic engineering and roadway <br />lighting matters <br />• Public Safety Committee Meeting Presentations <br />
