A comparison of actual expenditures with budgeted amounts for each sub grant and <br />Contract; <br /> <br />4. Source documentation to support accounting records; and <br /> <br />5. Proper charging of costs and cost allocation. <br /> <br />B. Contractor’s Records. Contractor’s records shall be sufficient to: <br /> <br />1. Permit preparation of required reports; <br /> <br />2. Permit tracking of funds to a level of expenditure adequate to establish that funds have <br />not been used in violation of the applicable restrictions on the use of such funds; <br /> <br />3. Permit the tracking of program income earned, and any costs incurred (such as stand- <br />in costs) that are otherwise allowable except for funding limitation; and <br /> <br />4. Permit tracking and reporting of leveraging as required by SB734 (Section 14211 <br />Unemployment Insurance Code § 14211 relating to workforce development.) <br /> <br />C. Costs Charged. Cost shall be charged to this Contract only in accordance with the <br />following: <br />a. The WIOA; <br />b. 20 CFR NPRM Part 683; <br />c. State implementing legislation; and <br />d. Requirements of Other Funding Sources. <br /> <br />42. Indirect Costs: The County of Orange reserves the right to cap administrative cost at 10%. <br /> <br />43. Dissolution of Entity: Contractor shall notify County immediately of any intention to discontinue <br />its existence or bring an action for dissolution. <br /> <br />44. Performance Standards: Contractor shall comply with and adhere to the performance <br />accountability standards and general program requirements described in Sections 116 <br />(Performance Accountability System) and 194 (General Program Requirements) of WIOA and <br />applicable regulations contained in Attachment E, Performance Standards. Should the <br />Performance Requirements defined in the Contract between the State of California and the County <br />of Orange be changed, County shall have the right to unilaterally modify this Contract to meet <br />such requirements. <br /> <br />45. Payments: Contractor agrees that any and all funds received under this Contract annually for each <br />respective fiscal year shall be disbursed on or before September 30, 2022 and that any and all <br />funds remaining as of September 30, 2022, which have not been disbursed shall be returned by <br />Contractor to County within thirty (30) days of the expiration or earlier termination of the Contract <br />in accordance with Paragraph K of this Contract. No expense of Contractor will be reimbursed by <br />County if incurred after September 30, 2022.
