Funds <br />derived from sale of surplus acquired properties should be returned to the <br />program. <br />■ All properties that redevelop within the Overlay Zone should participate in the <br />program on a fair share per new development trip basis. The fair share should <br />be based upon the total cost of all identified mitigation measures, divided by the <br />peak hour trip generation increase forecast. This rate per peak hour trip should <br />be imposed upon the incremental traffic growth for any new development within <br />the OverlayZone. <br />■ The program should include resources to conduct preliminary engineering <br />studies to complete alignment studies and project specific environmental <br />clearances for Tustin Avenue at 17th Street and at 4th Street. <br />■ The program should raise funds from full development of the Overlay Zone to <br />Metro East Mivarl I Ica Ovprla�i 7nnp (\/nIi imp 111) 4-17 <br />City Council 18 — 416 10/3/2023 <br />
