4. ENVIRONMENTAL IMPACT ANALYSIS <br />The information below addresses each of the environmental issues that were previously analyzed <br />in the Certified EIR issue area for the purpose of describing how the Project is within the scope <br />of the Overlay Zone that was analyzed in the Certified EIR, would not result in any new significant <br />impacts, and would not increase the severity of the significant impacts identified in the Certified <br />EIR. <br />Consistent with CEQA Guidelines Section 15168(c)(4), a modified Environmental Checklist Form <br />was used to compare the anticipated environmental effects of the Project with those analyzed <br />and disclosed in the Certified EIR and to review whether any of the conditions set forth in PRC <br />21166 or CEQA Guidelines Section 15162 requiring preparation of a subsequent or supplemental <br />EIR have been triggered. This analysis provides the following information as to each of the impact <br />thresholds analyzed in each of the impact categories: <br />Impact Determination in the EIR. This column sets forth the impact determination made in the <br />Certified EIR for each impact threshold. <br />Any Substantial Changes Involving New Significant Impacts or a Substantial Increase in <br />the Severity of Significant Impacts? Pursuant to Section 15162(a)(1) of the CEQA Guidelines, <br />this column indicates whether the changes represented by the Project will result in new significant <br />impacts that have not already been considered and mitigated by the measures in the Certified <br />EIR or a substantial increase in the severity of a previously identified impact. <br />Any Substantially Changed Circumstances Involving New Significant Impacts or a <br />Substantial Increase in the Severity of Significant Impacts? Pursuant to Section 15162(a)(2) <br />of the CEQA Guidelines, this column indicates whether there have been substantial changes to <br />the circumstances under which the Project is undertaken (e.g., changes to the Project Site or <br />vicinity) that have occurred subsequent to the preparation of the Certified EIR, which would result <br />in the Project having a new significant environmental impact or a substantial increase in the <br />severity of a previously identified impact. <br />Any New Information of Substantial Importance? Pursuant to Section 15162(a)(3)(A-D) of the <br />CEQA Guidelines, this column indicates whether new information of substantial importance, <br />which was not known and could not have been known with the exercise of reasonable diligence <br />at the time the Certified EIR was certified, shows that: (A) the Project will have one or more <br />significant effects not discussed in the Certified EIR; or (B) that significant effects previously <br />examined will be substantially more severe than shown in the Certified EIR; or (C) that mitigation <br />measures or alternatives previously found not to be feasible would in fact be feasible and would <br />substantially reduce one or more significant effects of the Project, but the project proponents <br />decline to adopt the mitigation measure or alternative; or (D) that mitigation measures or <br />alternatives, which are considerably different from those analyzed in the Certified EIR would <br />substantially reduce one or more significant effects on the environment, but the project <br />Cabrillo Town Center City of Santa Ana <br />Technical Memorandum August 2023 <br />City Council 18 — 486 10/3/2023 <br />
