Threshold (a) from the Appendix G thresholds. In accordance with the SCAQMD's CEQA Air Qualify <br />Handbook, the following criteria are used to evaluate a project's consistency with the AQMP:28 <br />• Will the Project result in any of the following: <br />- An increase in the frequency or severity of existing air quality violations; <br />- Cause or contribute to new air quality violations; or <br />- Delay timely attainment of air quality standards or the interim emission reductions <br />specified in the AQMP? <br />• Will the Project exceed the assumptions utilized in preparing the AQMP? <br />- Is the Project consistent with the population and employment growth projections upon <br />which AQMP forecasted emission levels are based; <br />- Does the Project include air quality mitigation measures; or <br />- To what extent is Project development consistent with the AQMP land use policies? <br />The Project's impacts with respect to these criteria are discussed to assess the consistency with the <br />SCAQMD's AQMP and SCAG regional plans and policies. In addition, the Project's consistency with the <br />City of Santa Ana General Plan Conservation Element is discussed. <br />Project Design Features. The Project would comply with the 2022 California Green Building Standards <br />Code (CalGreen, effective January 1, 2023).29 Further energy efficiency and sustainability features <br />would include native plants and drip/subsurface irrigation systems, individual metering or sub metering <br />for water use, leak detection systems, and electric vehicle charging capacity. <br />The Project's infill location would promote the concentration of development in an urban location with <br />extensive infrastructure and access to public transit facilities. The Project's proximity to public <br />transportation would reduce vehicle miles traveled for residents and visitors who want options to driving <br />cars. <br />Analysis of Project Impacts <br />a. Would the Project conflict with or obstruct implementation of the applicable air quality plan? <br />Less Than Significant Impact. The Project's air quality emissions would not exceed any state or federal <br />standards. Therefore, the Project would not increase the frequency or severity of an existing violation or <br />cause or contribute to new violations for these pollutants. As the Project would not exceed any of the <br />state and federal standards, the Project would also not delay timely attainment of air quality standards <br />or interim emission reductions specified in the AQMP. <br />With respect to the determination of consistency with AQMP growth assumptions, the projections in the <br />AQMP for achieving air quality goals are based on assumptions in SCAG's 2020-2045 RTP/SCS <br />regarding population, housing, and growth trends.
