Boulevard. The project significantly increased Firestone's traffic -
<br />handling capacity by adding a third lane in each direction. This
<br />project received the APWA Project of the Year award.
<br />Firestone, a busy arterial in South Gate west of the 1-710 Freeway
<br />and south of Lynwood, was suffering from traffic congestion,
<br />heavily worn pavement and lane markings that could be hard
<br />to see, Ardurra's full-time inspector monitored and proactively
<br />ensured the work complied with plans and specifications.
<br />Priorities included monitoring traffic control, stormwater plan
<br />implementation, and quality assurance. The project included
<br />repaving, concrete repair, and installing landscaped medians.
<br />Other upgrades included new ADA-compliant ramps and new
<br />traffic loops. Repaving entailed building a leveling course,
<br />then placing a rubberized hot mix asphalt cap. Plans called for
<br />restriping lane fines and illuminating crosswalks with small lights
<br />inset into the pavement. The project also included installing a new
<br />traffic signal at Firestone and San Miguel Avenue. In addition,
<br />traffic signals were synchronized to promote increased traffic
<br />flow. Traffic signal poles were installed at six intersections. The
<br />corridor's appearance and functionality were enhanced with new
<br />bus shelters, bike racks, trash receptacles, and concrete benches.

<br />Ardurra is providing plan checking and inspection for grading
<br />and construction of the road and utility infrastructure that will
<br />support Ocean Place, a neighborhood of 30 luxury homes in
<br />an environmentally sensitive beachfront location. Services are
<br />focused on the grading and construction of street improvements,
<br />storm drains, domestic water and sanitary sewer lines. Of
<br />importance will be ensuring the use of stormwater management
<br />best practices and compliance with the terms of a State coastal
<br />development permit. The project will include a 5.5-acre public
<br />park to be turned over to the City by the developer.
<br />EXPERIENCE WITH FUNDING REQUIREMENTS
<br />Capital improvement projects are funded through a variety
<br />of sources. For example, some of the funding sources for
<br />Santa Ana's capital projects include General Fund — PWA
<br />Road Maintenance; Active Transportation Program; Refuse
<br />Maintenance; Federal Clean Water Enterprise; Cannabis — Public
<br />Benefit Fund; Cannabis — Library Youth Services; General
<br />Fund — PWA Sidewalk Service Enhancements; General Fund
<br />— PWA Service Enhancements; SB 1 Road Maintenance and
<br />Rehabilitation Account; and Drainage Area Fee IV.
<br />We are very familiar with various funding sources and their
<br />requirements, We work cooperatively with City subject matter
<br />expert consultants and contractors to monitor and document
<br />compliance with Section 3, Build America, Buy America, Davis -
<br />Bacon, DBEIUDBF, and CDBG funding requirements.
<br />Ardurra has recently completed documentation required by
<br />Caltrans for federally funded projects for the Cities of Long Beach,
<br />Carson, Alhambra, Manhattan Beach, Torrance, Redondo Beach,
<br />and Lake Forest. Documentation prepared includes Exhibits for
<br />Notice of Contract Award (Exhibits 3-0, 15- B,15-G, 151,15-M,
<br />along with all appropriate bid documents and good faith effort
<br />report if necessary), Exhibits for Progress Payments ( Exhibits
<br />5-A, Attachment A, 5-J, 5-K, City Invoice, Invoice Summary
<br />Spreadsheet B-3, 15-M, 17-C,17-F, and 17-0), and Exhibits for
<br />the Final Report (Exhibits 17-A through G).

<br />the years and has well -established and proven templates that have
<br />been used as examples by Caltrans. We have an excellent track
<br />record for delivering exception free federally funded project oversight
<br />reviews and federal audits. The team has a keen understanding of
<br />the Local Assistance Procedures Manual and Caltrans Oversight
<br />three review process. As a result, projects are delivered with
<br />well -organized and complete documentation that includes all of the
<br />requirements to ensure compliance with federal requirements such
<br />that reimbursements are processed in a timely manner.
