d. Understanding of Need <br />The City is anticipating a variety of construction <br />projects to commence soon, and is seeking a <br />consultant that has demonstrated familiarity and <br />experience with construction management and <br />inspection. <br />The City will evaluate consultants for their experience <br />and ability to provide construction management for <br />variously funded projects. We are aware that the City <br />intends to contract with multiple consultants with the <br />goal of obtaining services in a timely manner. <br />Cannon is prepared to serve as an extension of the <br />City's staff by providing the following services: <br />• Constructability review <br />• Oversight of construction surveying and material <br />testing (testing services provided by others) <br />• Pre -job coordination and administration activities <br />• Construction partnering <br />• Construction coordination <br />• Construction inspection <br />• Construction management and contract <br />administration <br />• Resident engineer / owner's representative <br />• Construction engineering <br />• Cost and schedule control <br />• Change orders and claims <br />• Project close-out <br />1 Tailored Project Approach <br />Since no two projects are exactly alike, we <br />believe that a tailored approach is necessary to <br />meet the City's needs and budget, as well as the <br />requirements of each project. The specific approach <br />will depend on the nature of the project. <br />2 Forward Thinking <br />Being able to proactively work with the <br />contractor and anticipate project challenges before <br />they impact the critical path schedule separates <br />a "good" resident engineer from one that simply <br />"observes and reacts." The right resident engineer <br />for the City will have a thorough understanding of <br />project phasing and design to confirm that items <br />(such as existing utilities) are properly marked, and <br />discrepancies identified before construction begins; <br />underground work is completed in advance; and <br />coordination with utility providers is established. <br />3 Information and Participation from City Staff <br />Since each project is distinct, the specific <br />information required from City staff will be determined <br />at the onset of each project. In general, for each <br />project, we will facilitate a kick-off meeting with <br />City staff. At that time, specific information and/or <br />participation of City staff will be further developed. <br />4 Communication Strategy <br />As is true with most projects, communication <br />is essential in successfully avoiding or resolving <br />problems that may be encountered during the course <br />of a project. Understanding our role in relation to <br />those of the City's director of public works, design <br />engineer, and contractor is paramount. On -site staff <br />are responsible for keeping parties informed as to <br />the progress of the project. We recommend clear <br />and concise procedures for communications that will <br />expedite and facilitate project work. <br />Confirming that information is available to the <br />construction team in the shortest possible time is <br />essential. In collaboration with the City, Construction <br />Manager/ Resident Engineer Mr. Ernie Ferrer, PE will <br />establish procedures for recording and distributing <br />correspondence, meeting minutes, reports, and <br />other conversations to promote open channels of <br />communication on a construction project. Standards <br />for recording, maintaining, and distributing this <br />correspondence will be established at the onset <br />of the project. We recommend these standards be <br />maintained throughout the course of the project. <br />Cannon <br />
