Shall regularly monitor and report on the <br />status of the Project Construction Budget on <br />a monthly basis, indicating actual costs for <br />completed activities and work in progress and <br />indicating estimates for uncompleted work. <br />Report should identify variances between <br />actual and budgeted or estimated costs, and <br />shall advise the City whenever it appears that <br />the Actual Construction Cost has exceeded, <br />or will exceed, the Project Construction <br />Budget for the entire Project or any Project <br />Component. <br />We will hold the contractors to providing the <br />documents in the scope of work that was bid, <br />without generating unnecessary changes to <br />increase the project cost. We will guard the <br />City's resources, respond rapidly to changing <br />job conditions and issues, and work closely <br />with staff in monitoring our project budgets. <br />8.Task/Deliverable: Safety <br />• Monitor the contractor's safety program. <br />Take necessary steps to ensure the jobsite <br />conditions are in compliance with OSHA <br />regulations. <br />• The SYRUSA team has a thorough <br />understanding of the State of California <br />Construction Safety Orders (Cal -OSHA). <br />• Review Safety Data Sheets (SDS) for material <br />incorporated in the project. <br />• SYRUSA staff will receive safety training, <br />including OSHA 10, Temporary Pedestrian <br />Facilities, first aid and CPR certification. <br />g.Task/Deliverable: Traffic Control <br />• Monitor and enforce traffic controls and <br />detours. Coordinate in advance of any road <br />closure or detours. <br />• Street closures, detours, signs and barricades <br />used for handling traffic shall conform to the <br />requirements of latest edition of the "Work <br />Area Traffic Control Handbook" (WATCH), <br />City of Santa Ana Standard Plan No. 1125F, <br />California Manual on Uniform Traffic Control <br />Devices (CA MUTCD), and the Special <br />Provisions. Approved by the City Traffic <br />Engineer and County of Orange for SAR Trail. <br />10.Task/Deliverable: Budget <br />• Monitor and comply with project funding <br />guidelines and ensure Project meets the <br />federal grant funding expenditure deadlines. <br />Strict adherence to the Caltrans LAPM. <br />SYRUSA <br />11. Task/Deliverable: Cost Control <br />• Maintain cost accounting records on <br />authorized work performed under unit costs <br />and additional work performed on the basis of <br />actual costs of labor and materials, or other <br />work requiring accounting records. <br />• Proactively look ahead of the operations to <br />identify issues that can adversely affect cost <br />and make every effort to provide solutions. <br />• Clearly define allowable reasons for price <br />escalation and provide a formal request <br />process. <br />12.Task/Deliverable: Pay Estimates <br />• Develop and implement procedures for the <br />review and processing of applications by <br />contractor for progress and final payments. <br />Make recommendations for certification to the <br />City for payment. <br />• All project expenditures will be tracked and <br />monitored, to verify Project Construction <br />Budget. The actual and anticipated <br />contingency balance will be monitored and <br />reported to City in each monthly progress pay <br />estimate. Any issues relating to cost or project <br />delays will be reported to City. <br />13.Task/Deliverable: Quality <br />Assurance <br />• Determine that the work of contractor is being <br />performed is in accordance with the contract <br />documents. <br />• Make recommendations to the City regarding <br />special inspection or testing of work not in <br />compliance with the provisions of the contract <br />documents. Subject to review by the City, <br />reject work which does not conform to the <br />requirements of contract documents. <br />• Review contract documents and create a list of <br />materials to be inspected. <br />• Document and communicate any non- <br />conforming work to the contractor to repair or <br />remove and replace. <br />14. Task/Deliverable: Identify <br />Errors <br />• The individuals, Construction Manager, <br />Inspector, and Contract Administrator, shall <br />not be responsible for construction means, <br />methods, techniques, sequences and <br />procedures employed by the contractor in the <br />performance of the contract, and shall not be <br />PAGE135A <br />
