Although the responsibility for treatment of health problems lies with the student and the student's family, the <br />ROP recognizes that early intervention in the disease process will be of maximum benefit. The ROP shall <br />endeavor to provide information regarding qualified substance abuse counseling agencies to students who <br />demonstrate signs of substance use, abuse, or dependency. <br />Student Production of Products and Services <br />Board Policy 5134 and 6165 <br />The production of products and services by students learning specific job skills is an essential aspect of ROP <br />instructional activities. The Governing Board endorses the concept that such activities should closely simulate <br />actual business and industry practices. Student -produced products and services may be sold in accordance <br />with the legal codes of the State of California and local codes regulating the sale of products and services. These <br />products and services may not be used to support or defeat any ballot measure or candidate, including, but not <br />limited to, any candidate for election to a district governing board. Student products and services will be charged <br />at coat, -with a reasona— <br />ble service charge added to offset administrative expenses: The cost of materials for <br />student -made products used by other courses or departments will be credited to the course that produced the <br />product. <br />The Superintendent or designee shall develop appropriate operating procedures to control and account for such <br />sales and services, provide for the abatement of expenditures, and assure the collection and payment of required <br />sales and use taxes. <br />Student Records <br />Board Policy 5125 <br />The Governing Board recognizes the importance of keeping accurate, comprehensive student records as <br />required by law. Procedures for maintaining the confidentiality of student records shall be consistent with state <br />and federal law. <br />The Superintendent or designee shall establish administrative regulations governing the identification, <br />description, and security of student records, as well as timely access for authorized persons. All persons other <br />than those designated by law must have written permission from students, parent/legal guardian of minors or <br />dependent adults to review such records. These regulations shall ensure parental rights of minors and <br />dependent adults to review, inspect, and copy student records and shall protect the student and the student's <br />family from the invasion of privacy. <br />The Superintendent or designee shall designate an employee to serve as custodian of records, with responsibility <br />for student records. The custodian of records shall be responsible for implementing Board policy and <br />administrative regulations regarding student records. <br />Student Use of Instructional Materials <br />Administrative Regulation 6161.2 <br />• Students have access to non -consumable instructional materials at no cost. <br />• Instructors may, with permission of their instructional administrator, lend non -consumable materials to <br />adult students who are unable to purchase them due to financial hardship. <br />• Students borrowing materials must sign the appropriate form (E6161.21 or E6161.22) indicating an <br />understanding of their responsibility for reimbursement of lost or damaged materials. <br />• The instructional administrator may, at his/her discretion, waive the requirement for reimbursement in <br />circumstances deemed clearly beyond the control of the student. <br />• Should the student or parent/guardian not reimburse the ROP for cost of lost or damaged materials, the <br />student's transcript, certificate, and grade may be withheld from the student, provided timely notification <br />is given to the student, and parent/guardian (for high school students) and notice of due process is given. <br />Adult students also may be barred from future enrollment in ROP classes until costs are reimbursed or <br />recompensed through alternative means. <br />22 <br />
